Interest organizations have always assumed a prominent place in European politics because they link states with citizens, institutionalize the resolution of social conflicts, regulate important sectors of the economy and society, contribute to workable policy outcomes and socialize members into democratic politics. However, the plethora of interest group studies that exist have not consolidated our understanding of these actors. These analyses have been subject to the vagaries of different theoretical perspectives and vary greatly in their conceptual and methodological frameworks. Consequently, a not always complementary and fragmented series of findings has emerged. This book is a systematic and comprehensive effort at investigating and integrating the state of the art in European interest group research. Combining the analysis of interest group politics in the EU with the comparative study of interest organizations, the book seeks to identify the areas about which there is consolidated knowledge, that are marked by controversies, in which considerable uncertainty exists, that have been omitted from research programs and that ought to be part of future studies. Thereby, it provides a general reflection on how the study of interest group politics can be improved by linking it to the comparative study of governance. This book was published as a special issue of West European Politics.

This book explains when and how interest groups are influential in the European Parliament, which has become one of the most important lobbying venues in the EU. Yet we know little about the many ways in which interest groups and lobbyists influence parliamentary politics. The author offers insights on four key cases of lobbying, based on the analysis of EU documents, lobbying letters, and 150 interviews. Why can some interest groups influence policy-making while others cannot? Even though this question is central to the study of politics, we know little about the factors explaining interest group influence. Understanding lobbying success should be of particular concern to scholars of European politics since the European Union constitutes a promising political opportunity structure for organized interests. This book sheds light on the impact of interest groups on European policy-making and makes a major contribution to the study of both European Union politics and interest groups more generally. Klüver develops a comprehensive theoretical model for understanding lobbying success and presents an extensive empirical analysis of interest group influence on policy-making in the EU. The book relies on a large, new, and innovative dataset that combines a wide variety of data sources including a quantitative text analysis of European Commission consultations, an online survey of interest groups, information gathered on interest group websites, and legislative data retrieved from EU databases. This book analyzes interest group influence across 56 policy issues and 2,696 interest groups and shows that lobbying is an exchange relationship in which the European institutions trade influence for information, citizen support and economic power. Importantly, this book demonstrates that it is not sufficient to solely focus on individual interest groups, but that it is crucial how interest groups come together in issue-specific lobbying coalitions. Lobbying is a collective enterprise in which information supply, citizen support, and economic power of entire lobbying coalitions are decisive for lobbying success.

The lack of previous research into political interest groups and taking into account policy-specific and institutional context characteristics is largely due to research designs that have been primarily focused on a small number of policy debates, with the result that contextual characteristics were largely held constant. This book brings together articles from different modules that are part of a larger European Collaborative Research Project, INTEREURO, carried out by research teams in nine different countries under the auspices of the European Science Foundation. The main goal of the book is to analyse strategies, framing and influence processes for a set of 125 legislative proposals submitted by the European Commission, in an effort to better understand the involvement of interest organizations in the decision-making process of the EU. Following World War II, the Catholic Church in Europe faced the challenge of establishing political influence with newly emerging democratic governments. The Church became, as Carolyn Warner pointedly argues, an interest group like any other, seeking to attain and solidify its influence by forming alliances with political parties. The author analyzes the Church's differing strategies in Italy, France, and Germany using microeconomic theories of the firm and historical institutionalism. She demonstrates how only a strategic perspective can explain the choice and longevity of the alliances in each case. In so doing, the author challenges earlier work that ignores the costs to interest groups and parties of sustaining or breaking their reciprocal links. Confessions of an Interest Group challenges the view of the Catholic Church as solely a moral force whose interests are seamlessly represented by the Christian Democratic parties. Blending theory, cultural narrative, and archival research, Warner demonstrates that the French Church's superficial and brief connection with a political party was directly related to its loss of political influence during the War. The Italian Church's power, on the other hand, remained stable through the War, so the Church and the Christian Democrats more easily found multiple grounds for long-term cooperation. The German Church chose yet another path, reluctantly aligning itself with a new Catholic-Protestant party. This book is an important work that expands the growing literature on the economics of religion, interest group behavior, and the politics of the Catholic Church.

This book assesses the quality of democracy through the study of organized interests in Central and Eastern Europe (CEE) since the collapse of communism in 1989 up to 2017. It offers a much-needed comprehensive look into formal interest representation in CEE countries and compares this with the model in Western democracies. Drawing on democratic theory and comparative analysis, the authors explore the effects of a legal framework, political as well as social contexts. The volume contributes to debates on the performance of young democracies in CEE, where scholars argue that there is a ‘democratic crisis’ and democratic fatigue while the interest group system is often labelled as weak and, in some cases, underdeveloped. Although great efforts have been made to deepen our understanding of interest organization and lobbying tools, the current literature fails to provide a comprehensive answer on the influence of unsupportive environments on population ecology. The case of CEE countries shows significant effects of political and social contexts on interest representation, stimulating a debate about the quality of democratic institutions following the collapse of communism.
