An examination of the environmental and economic implications of the computer microchip industry's exodus from California's Silicon Valley to New Mexico, Virginia, Ireland, and Taiwan. In Making Microchips, Jan Mazurek examines the environmental and economic implications of the computer microchip industry's exodus from California's Silicon Valley to New Mexico, Virginia, Ireland, and Taiwan. Globalization, economic restructuring, and changing manufacturing processes in this rapidly growing industry present difficult new questions for environmental policy. Mazurek challenges the assumptions of U.S. policies designed to promote the competitiveness of domestic microchip makers. She argues that, although these initiatives focus on the economic effects of environmental regulation, they fail to acknowledge how economic and organizational changes within the industry collide with and often confound efforts to monitor and manage pollution from chemicals used in microchip manufacturing. Despite its reputation as a clean industry, microchip manufacturing is fraught with hazards. More than sixty dangerous acids, solvents, caustics, and gases are used to make microchips, and some of them are suspected to be carcinogens and/or reproductive toxins. Mazurek describes the environmental by-products of chipmaking, including soil contamination, air and water pollution, and damage to human health. Applying insights from economic geography to questions of how and where companies organize production, she shows how Silicon Valley played a pivotal role in the development of the microchip. Pairing federal environmental data with structural and geographic information on the six firms that continue to build wafer fabrication plants in the United States, she demonstrates how reorganization and relocation of manufacturing facilities divert attention from trends in toxic emissions and how they complicate public and private efforts to improve the industry's environmental performance. In the concluding chapter, Mazurek marshals her findings in a broader analysis of the expansion of global manufacturing and the resultant environmental problems.

Numerous studies have revealed that the poor disproportionately bear the burden of environmental problems in America today. Issues range from higher levels of poisonous wastes, carbon dioxide, and ozone, to greater than normal incidences of asthma and lead poisoning. The environmental justice movement, which has emerged in working class and low-income African American and Latino communities since the early 1990s, is an effort that is reinterpreting the definition of the environment as where we live, work, and play to connect new constituencies traditionally outside of the postwar environmental movement. Novotny documents this expanding constituency through case studies of four community groups ranging from South Central Los Angeles to Louisiana. Environmental racism is understood as yet another type of discrimination which results in a high incidence of environmental concerns in poorer communities due to what many activists see as discriminatory land use practices, decisions by industry that intentionally locate hazardous wastes in these communities, and the uneven enforcement of environmental regulations by federal, state, and local officials. Community leaders have added environmental causes to their fight against unemployment, impoverishment, and substandard housing. This study explores various attempts to put a halt to illegal practices and to broaden public awareness of the issues involved.

As corporations search for new production sites, governments compete furiously using location subsidies and tax incentives to lure them. Yet underwriting big business can have its costs: reduction in economic efficiency, shifting of tax burdens, worsening of economic inequalities, or environmental degradation. Competing for Capital is one of the first books to analyze competition for investment in order to suggest ways of controlling the effects of capital mobility. Comparing the European Union's strict regulation of state aid to business with the virtually unregulated investment competition in the United States and Canada, Kenneth P. Thomas documents Europe's relative success in controlling—and decreasing—subsidies to business, even while they rise in the United States. Thomas provides an extensive history of the powers granted to the EU's governing European Commission for controlling subsidies and draws on data to show that those efforts are paying off. In reviewing trends in North America, he offers the first comprehensive estimate of U.S. subsidies to business at all levels to show that the United States is a much higher subsidizer than it portrays itself as being. Thomas then suggests what we might learn from the European experience to control the effects of capital mobility—not only within or between states, but also globally, within NAFTA and the World Trade Organization as well.
