Book Description
This paper explains why tough public sector reform and a sound macroeconomy are essential to sustained growth. It provides a strategy to help countries evaluate how well their governments' policies work. Decisionmakers will learn ways to build an evaluations program that can make governments more accountable and improve their performance. Some options could include making central banks independent, eliminating earmarked funds, and balancing the national budget. The author suggests which government offices should oversee and develop evaluation policies to get the best results, and explains why evaluation results must be linked with all budget decisions. He describes the political and economic environment that allows the evaluation process to develop freely. Also discussed is the role that the World Bank and other insti- tutions should play in supporting evaluation programs. The study examines how sound evaluation can lead to more consistent international policies and better international governance.

Book Description
World Development Report 1994 examines the link between infrastructure and development and explores ways in which developing countries can improve both the provision and the quality of infrastructure services. In recent decades, developing countries have made substantial investments in infrastructure, achieving dramatic gains for households and producers by expanding their access to services such as safe water, sanitation, electric power, telecommunications, and transport. Even more infrastructure investment and expansion are needed in order to extend the reach of services - especially to people living in rural areas and to the poor. But as this report shows, the quantity of investment cannot be the exclusive focus of policy. Improving the quality of infrastructure service also is vital. Both quantity and quality improvements are essential to modernize and diversify production, help countries compete internationally, and accommodate rapid urbanization. The report identifies the basic cause of poor past performance as inadequate institutional incentives for improving the provision of infrastructure. To promote more efficient and responsive service delivery, incentives need to be changed through commercial management, competition, and user involvement. Several trends are helping to improve the performance of infrastructure. First, innovation in technology and in the regulatory management of markets makes more diversity possible in the supply of services. Second, an evaluation of the role of government is leading to a shift from direct government provision of services to increasing private sector provision and recent experience in many countries with public-private partnerships is highlighting new ways to increase efficiency and expand services. Third, increased concern about social and environmental sustainability has heightened public interest in infrastructure design and performance.

Book Description
Large infrastructure projects often face significant cost overruns and stakeholder fragmentation. Public-Private Partnerships (PPPs) allow governments to procure long-term infrastructure services from private providers, rather than developing, financing, and managing infrastructure assets themselves. Aligning public and private interests and institutional logics for decades-long service contracts subject to shifting economic and political contexts creates significant governance challenges. We integrate multiple theoretical perspectives with empirical evidence to examine how experiences from more mature PPP jurisdictions can help improve PPP governance approaches worldwide.

Book Description
Throughout the world there is a growing demand for high quality public services to support socio-economic development. Infrastructure is central to improving the level of public services and the quality of the built environment. But in key areas such as transport, energy, water, healthcare, education and communications, public resources are not sufficient to keep pace with this demand. As the public sector struggles to keep up, the private sector is increasingly involved in the procurement of economic and social infrastructure. Until now procurement strategies have often concentrated on the mechanisms and the ‘bricks and mortar’ without a thorough analysis of the processes and their implications for services. The result is that all too often infrastructure projects are implemented in an ad hoc and fragmented way. In this ground-breaking book, Rodney Howes and Herbert Robinson provide a holistic approach to infrastructure provision that facilitates infrastructure delivery aimed at continuously improving the level and quality of services. Critical issues of policy and strategy, implementation, and operational aspects are examined within the context of sustainability. By emphasising the importance of procuring infrastructure within an overall national or regional development policy and strategy, the authors have demonstrated the importance of linking investment and resource decisions to local social, economic and environmental needs. With each chapter carefully written to reflect part of the infrastructure delivery chain and illustrated with practical examples and case studies from around the world, this book offers a new blueprint for infrastructure investment and resource management.

Book Description
The International Conference on Industrial Engineering and Engineering Management is sponsored by the Chinese Industrial Engineering Institution, CMES, which is the only national-level academic society for Industrial Engineering. The conference is held annually as the major event in this arena. Being the largest and the most authoritative international academic conference held in China, it provides an academic platform for experts and entrepreneurs in the areas of international industrial engineering and management to exchange their research findings. Many experts in various fields from China and around the world gather together at the conference to review, exchange, summarize and promote their achievements in the fields of industrial engineering and engineering management. For example, some experts pay special attention to the current state of the application of related techniques in China as well as their future prospects, such as green product design, quality control and management, supply chain and logistics management to address the need for, amongst other things low-carbon, energy-saving and emission-reduction. They also offer opinions on the outlook for the development of related techniques. The proceedings offers impressive methods and concrete applications for experts from colleges and universities, research institutions and enterprises who are engaged in theoretical research into industrial engineering and engineering management and its applications. As all the papers are of great value from both an academic and a practical point of view, they also provide research data for international scholars who are investigating Chinese style enterprises and engineering management.

Book Description
Cities are home to 525 million poor people throughout the world. This study assesses the performance of 99 World Bank urban development operations completed since 1993, focusing on how these interventions have improved the living conditions of the urban poor. Findings include that the projects improved livability conditions significantly, including access to better basic water, sewerage and solid waste disposal. However, there is a need for more systematic monitoring and evaluation of the poverty alleviation results of such urban development assistance.

Book Description
This handbook provides a comprehensive, state-of-the-art overview of urban water governance. Of the many growing challenges presented by rapid urbanization, water governance is a critical one and while urban water governance is now regarded as a critical field of research, the literature is fragmented. For the first time, this handbook brings together urban water governance research, containing interdisciplinary contributions from established and emerging scholars, practitioners, and policymakers. It addresses the key questions of how urban water governance works, how is it shaped, and what the impacts are. The handbook's structure offers a progressive entry into the complexity of urban water governance. Starting with technical dimensions, the handbook addresses supply and demand, wastewater, and sanitation. It then considers regulation and economic factors, examining water utilities and services. Political processes, and the actors involved, are addressed and the handbook finishes with a part focusing on governance and sustainability, where chapters address critically important topics such as access to water, water safety, and water security. This handbook is essential reading for students, scholars, and professionals interested in urban water governance, urban studies, and water resource management and sustainability more broadly.
