A study is made of previously observed increases in charged particle flux across a magnetic field, created by the discharge of oscillating electrons which produce intense low-frequency plasma oscillations. A study of these oscillations, and their genesis and frequency of occurrence as a function of plasma parameters, suggests that they are caused by the drift-dissipation instability of nonhomogeneous plasma.
