Methods and practice for the impact evaluation of policy-oriented research (POR) lag behind many other research sectors, such as agricultural technology research, making it difficult to prioritize investments in POR and retarding institutional learning about how to make POR more effective. To address these issues within the context of the CGIAR, a workshop on “Best Practice Methods for Assessing the Impact of Policy-Oriented Research” was cosponsored by the International Food Policy Research Institute (IFPRI), the CGIAR Research Program on Policies, Institutions, and Markets (PIM), and the Standing Panel for Impact Assessment (SPIA) of the CGIAR’s Independent Science and Partnership Council (ISPC), and held at IFPRI headquarters in Washington, DC, November 11–12, 2014. Foodborne diseases (FBD) are an important externality of agriculture and food systems, but only recently have they risen up the development agenda as the result of growing awareness of the health and economic burdens of FBD and how they relate to food systems with a focus on low-income and middle-income countries (LMIC), particularly African nations. The health burden of FBD is comparable with that of malaria, and over 90% falls on people in LMIC, with an economic burden of more than US$100 million per year. FBD have many other, less well-estimated effects on nutrition, gender, equity, and the environment. While understanding of food safety in domestic markets of LMICs has advanced greatly, risk management is in its infancy. This Research Topic will bring together leading regional perspectives on food safety in LMICs.

Advances in science and policy during the past 50 years have prevented the predicted widespread food shortages as the world's population soared. Malnutrition, however, remains prevalent. This book details strategies and practical approaches designed to alleviate hunger and malnutrition in a new era where technological change, markets, patterns of governance, and social programs have an increasingly global dimension. More specifically, this book addresses a range of considerations including the role of small farmers in a world where the global reach of multinational corporations have enormous control from the farm to local markets and the grocery store; misgivings and misperceptions about genetically modified foods; the increasing competition of food and energy sectors for agricultural output; the importance of micronutrient deficiencies and chronic disease related to obesity, which often coexists in the same communities as hunger; and issues of sustainability of the food and agricultural system in an period when there is increasing concerns over global warming and environmental degradation. Currently there is also more emphasis on evidence-based policymaking, which has raised the standard of proof for evaluating the impact of micro-level interventions that have traditionally been so widely embraced and are now under increased scrutiny. Animal products are vital components of the diets and livelihoods of people across sub-Saharan Africa. They are frequently traded in local, unregulated markets and this can pose significant health risks. This volume presents an accessible overview of these issues in the context of food safety, zoonoses and public health, while at the same time maintaining fair and equitable livelihoods for poorer people across the continent. The book includes a review of the key issues and 25 case studies of the meat, milk, egg and fish food sectors drawn from a wide range of countries in East, West and Southern Africa, as part of the "Safe Food, Fair Food" project. It describes a realistic analysis of food safety risk by developing a methodology of 'participatory food safety risk assessment', involving small-scale producers and consumers in the process of data collection in a data-poor environment often found in developing countries. This approach aims to ensure market access for poor producers, while adopting a realistic and pragmatic strategy for reducing the risk of food-borne diseases for consumers.
