Historians often ignore, treat cursorily, or relegate to footnotes specific incidents in international relations in order to facilitate the construction of a larger narrative. The contributors to this volume argue that researchers do so to their peril, as individual or seemingly isolated incidents can play significant roles in the overall course of history. Incidents are crucial in determining the mental maps that decision makers form regarding the countries and individuals with whom they interact. Incidents can either initiate or block new policies with consequences that are both far-reaching and unexpected. People make foreign policy and an understanding of what elements of an incident were important to these individuals at key points essential to an appreciation of policies subsequently advocated. How individuals view other cultures and nations, how they react to the actions of such nations, and their perceptions of such actions all form key components in this study. Using a variety of examples, these essays show the value of detailed examinations of events, illuminating such matters as British policy in the Far East, French imperial policy, Italian military actions in the interwar period, British attitudes toward Hitler, and the effect of the Soviet Union on British thinking in the 1930s.

World political processes, such as wars and globalisation, are engendered by complex sets of causes and conditions. Although the idea of causation is fundamental to the field of International Relations, what the concept of cause means or entails has remained an unresolved and contested matter. In recent decades ferocious debates have surrounded the idea of causal analysis, some scholars even questioning the legitimacy of applying the notion of cause in the study of International Relations. This book suggests that underlying the debates on causation in the field of International Relations is a set of problematic assumptions (deterministic, mechanistic and empiricist) and that we should reclaim causal analysis from the dominant discourse of causation. This book addresses a range of issues surrounding the search for scientific truths in the study of international conflict and international political economy. Unlike empirical studies in other disciplines, says Seung-Whan Choi, many political studies seem more competent at presenting theoretical conjecture and hypotheses than they are at performing rigorous empirical analyses. When we study global issues like democratic institutions, flows of foreign direct investment, international terrorism, civil wars, and international conflict, we often uncritically adopt established theoretical frameworks and research designs. The natural assumption is that well-known and widely cited studies, once ingrained within the tradition of the discipline, should not be challenged or refuted. However, do such noted research areas reflect scientific truth? Choi looks closely at ten widely cited empirical studies that represent well-known research programs in international relations. His discussions address such statistical and theoretical issues as endogeneity bias, model specification error, fixed effects, theoretical predictability, outliers, normality of regression residuals, and choice of estimation techniques. In addition, scientific progress made by remarkable discoveries usually results from finding a new way of thinking about long-held scientific truths, therefore Choi also demonstrates how one may search for novel ideas at minimal cost by developing new research designs with original data.
