ABSTRACT: Many state highway agencies use incentive contracting methods to improve highway construction project time performance. In general, while reducing project construction time will reduce driver inconveniences caused by construction, few studies have been conducted to evaluate the efficiency of incentive contracting for highway construction projects. Thus, this study focused on developing a model to predict incentive project time performance and to suggest approaches to improve project time performance for Florida Department of Transportation (FDOT) highway construction. A decision-support simulation model using Monte Carlo simulation methods was developed to analyze and improve the efficiency of incentive contracting using key factors in FDOT highway construction projects. The simulation results are presented in the form of probability distributions.

Time delays and cost overruns in construction projects are generally due to factors such as inappropriate planning, design errors, unexpected site conditions, inadvisable tools selection, change scope, weather conditions, lack of resources, and other project changes. Time delays and cost overruns are of concern to most project managers, owners, and governments. These elements of time and cost are two of the critical defects that impact the construction project delivery. These defects can lead to project failures and to various negative issues like increasing in disagreements among the project team, the contractor, suppliers, and the owner. State Departments of Transportation (DOTs) in the U.S. continue to spend heavily on roads, highways, and bridges construction, as well as development, maintenance, and expansion. This continued financial commitment reflects decades of commitment to improve the transportation service for safer and better use by the general public. Despite the notable efforts from most of the states to develop the transportation infrastructure, budget restrictions and lack of funds are some of the major challenges faced by DOTs. Highway and bridge infrastructure has a high potential growth in the U.S. construction market. Well-organized highway and bridge project investment decision-making becomes increasingly crucial in the transportation sector. In this research, transportation is specified to highway and bridge projects, and it focused on high-profile projects. All states are working with their state transportation plan, listing the projects based on each state priorities and population growth. Proper planning leads to the right decision regarding selecting the best alternative within budget, and it must reflect certain core principles, including a comprehensive analysis. To facilitate such a decision process, decision makers need a trusted decision model that considers all important options and impacts. By using a decision model, decision-making will not be subjectively influenced to favor one option or group. The decision model becomes the primary tool for selecting the best option, based on its structure levels, perspectives, sub-criteria, and experts’ input. Recently, there is an apparent need for a decision model to help DOTs evaluating their options. Effective project delivery assessment tools, techniques, or practices are strongly needed to improve transportation construction projects’ performance. The research objective is to develop a comprehensive decision model that can be used by project managers and their teams to choose the most effective project assessment technique for measuring the success of performance and outcomes related to the delivery of transportation projects. This research was focused on the assessment techniques that are used in the development phase within the transportation project lifecycle phases.

There is a growing recognition that transportation and land use policies cannot succeed independently of one another. The interactions between them must be understood, analyzed, and accounted for in order for land use and transportation plans and policies to be effective and successful. A methodological framework is presented that can help urban planners determine what outcomes can be expected in terms of change in land use patterns within the targeted communities and within the county should a transportation project be undertaken. The framework is based on an interaction between travel demand model TRANSIMS and land use model TELUM that enables complete regional transportation and land use analysis. The framework is applied on a real world case study in New Jersey. The study evaluates the value and impact of the transportation improvement project and ascertains if it brings a desired impact on land use and transportation infrastructure. This integrated model provides an understanding of the future network conditions which will consequently lead to a better assessment of transportation improvement alternatives and land use planning. The framework provides answers to research questions in terms of what changes in land use patterns within the targeted communities and within the county can be expected if an improvement project of a transportation facility is undertaken. The framework also identifies changes in roadway network performance (travel time, speed, volume, delay) as well. The framework fully captures and incorporates induced travel demand into a regional transportation and land use analysis. This dissertation describes in detail how MPOs, state DOTs, and other planning agencies can create an integrated transportation-land use model from the ground up or create it as an extension to their existing analytical tools to bridge the gap between the two models. The dissertation identifies shortcomings of current methodology used by MPO in analyzing the impacts of a reconstruction project. It provides guidelines which enable MPOs to achieve compliance with federal mandates. It also provides step-by-step guidance of how to develop a framework which integrates transportation system and land use. The results show that the interactions between the transportation system and land use are complex and highlight the fact that the interrelationship between the two systems changes constantly and continues to evolve over time. The dissertation also explains how the integration between the two systems can be achieved through the use of multiple regression models which are built upon regional socioeconomic factors. The contributions of this dissertation to the field of transportation policy and planning are as follows: A framework allows planning agencies to utilize transportation improvement projects to guide future development patterns, densities and intensities of land use as well as encourage infill developments in an area of particular interest. A framework allows planning agencies to trace anomalies in land use patterns and identify crucial factors influencing such developments. It provides guidelines which enable planning agencies to achieve compliance with federal mandates. This dissertation discusses in detail how to create an integrated transportation-land use model from data that is readily available to planning agencies. It provides technical information in regards to TRANSIMS model development, the feedback process, and the convergence statistics. The developed model can assist urban planners to identify which transportation improvement projects should be undertaken, and at what location, in order to bring about desired outcomes. The dissertation concludes with a methodology used to calculate the economic viability of a transportation improvement project. The methodology compares the costs of construction to the estimated benefits (or savings) in various user cost categories, including travel time, fuel consumption, and vehicle emissions.

Road construction projects create physical changes on roads that result in capacity reduction and travel time escalation during the construction project period. The reduction in the posted speed limit, the number of lanes, lane width and shoulder width at the construction zone makes it difficult for the road to accommodate high traffic volume. Therefore, the goal of this research is to model the effect of a road construction project on travel time at road link-level and help improve the mobility of people and goods through dissemination or implementation of proactive solutions. Data for a resurfacing construction project on I-485 in the city of Charlotte, North Carolina (NC) was used evaluation, analysis, and modeling. A statistical t-test was conducted to examine the relationship between the change in travel time before and during the construction project period. Further, travel time models were developed for the freeway links and the connecting arterial street links, both before and during the construction project period. The road network characteristics of each link, such as the volume/ capacity (V/C), the number of lanes, the speed limit, the shoulder width, the lane width, whether the link is divided or undivided, characteristics of neighboring links, the time-of-the-day, the day-of-the-week, and the distance of the link from the road construction project were considered as predictor variables for modeling. The results obtained indicate that a decrease in travel time was observed during the construction project period on the freeway links when compared to the before construction project period. Contrarily, an increase in travel time was observed during the construction project period on the connecting arterial street links when compared to the before construction project period. Also, the average travel time, the planning time, and the travel time index can better explain the effect of a road construction project on transportation system performance when compared to the planning time index and the buffer time index. The influence of predictor variables seem to vary before and during the construction project period on the freeway links and connecting arterial street links. Practitioners should take the research findings into consideration, in addition to the construction zone characteristics, when planning a road construction project and developing temporary traffic control and detour plans.
