Resilient supply chains are crucial to maintaining the consistent delivery of goods and services to the American people. The modern economy has made supply chains more interconnected than ever, while also expanding both their range and fragility. In the third quarter of 2017, Hurricanes Harvey, Irma and Maria revealed some significant vulnerabilities in the national and regional supply chains of Texas, Florida, the U.S. Virgin Islands, and Puerto Rico. The broad impacts and quick succession of these three hurricanes also shed light on the effectiveness of the nation's disaster logistics efforts during response through recovery. Drawing on lessons learned during the 2017 hurricanes, this report explores future strategies to improve supply chain management in disaster situations. This report makes recommendations to strengthen the roles of continuity planning, partnerships between civic leaders with small businesses, and infrastructure investment to ensure that essential supply chains will remain operational in the next major disaster. A topology-based approach has been used to measure the resilience of a highway network to climatic events. Civil infrastructure systems are inarguably critical to the everyday functions of society. Because such systems are regionally distributed, their components undergo a wide range of hazard intensities, often dependent on their relative locations. The ability of an infrastructure system to withstand, adapt to, and rapidly recover from extreme events is paramount to its ability to continuously serve users. The topological properties of a network can provide a good means to assess the resilience of the system which is adequate to comprehend the preparedness and functionality of an infrastructure system in the face of various hazards. Hurricanes and storm surges are especially relevant on the eastern coast of the US, where they can cause widespread damage and destruction. Furthermore, the effects of climate change are proven to increase the intensity of climatic events, worsening the consequences to infrastructure networks. The vulnerability of the transportation network of New York City, the most populous urban area in the U.S., was underlined in the aftermath of Hurricane Sandy, and for this purpose has been chosen as the test bed for this study. Reducing the highway system to a combination of nodes and links, the principles of graph theory are applied to quantify defining network properties. More specifically, by assessing and measuring the change in topological properties during extreme climatic events, the resilience of a transportation network can be succinctly evaluated.

Many counties and cities in Florida are developing resilience plans to help them minimize damage from hurricanes and accelerate recovery. The transportation portion of these plans tend to focus on bolstering road infrastructure, stockpiling diesel for strategic fleets, purchasing high-water vehicles, and placing evacuation shelters in safe areas. An Achilles heel of these plans is their dependence on diesel fuel, which is particularly vulnerable to hurricane-related disruptions since 90% of petroleum in Florida needs to be imported via maritime tanker . These tankers are restricted from accessing Florida ports before and during hurricanes because the risks of damage to the port facilities and tanker are too high. Therefore, transportation resilience can be fortified by diversifying the transportation fuels utilized in a hurricane.
