Improvements are needed in the Federal enhanced oil and gas recovery research, development, and demonstration program. Advanced methods to recover currently nonrecoverable oil and gas could contribute to reducing United States dependence on imported energy resources. Commercialization of many of these techniques will require more technology development. Other obstacles, primarily economic, also stand in the way of commercialization. The Energy Research and Development Administration has a risk-sharing cooperative demonstration program to stimulate industry commercialization of advanced recovery technologies. However, the program has not been based on adequate planning and has been moving along at a slow pace. Although the agency is attempting to improve the program, it is unlikely to have a major effect on increasing domestic oil and gas supplies before the late 1980s or early 1990s.
