This Project developed and delivered a series of nine Workshops on Improved Planning and Shop Loading in Shipyard Production Shops. The material presented at the Workshops was developed during several projects under the National Shipbuilding Research Program. Peterson Builders, Inc. of Sturgeon Bay, WI is the location where the initial research was carried out. In particular, the pipe fabrication shop at PBI was the first shipyard activity to develop and apply scheduling standards in real time for planning and shop loading of work orders. The initial application took place in 1981. Since that time, other follow-on projects have identified alternate techniques for developing scheduling standards, greatly reducing the time and effort needed to create these tools. PBI has continued to use scheduling standards in their pipe fabrication shop ever since the initial trial, and has improved and expanded their development and application with impressive results. The history of this technique, the alternate methods for creating scheduling standards, and the practices currently being applied at PBI were covered in detail during each Workshop.

Many smaller shipyards are currently struggling to survive in the marketplace. Most shipyard managers recognize that improving the productivity of the production labor force is sorely needed. Direct attempts at improvement are often frustrated, or produce only short-lived advantages. Use of a larger whip usually antagonizes the situation and makes improvement even less likely in the long run. Clearly, a different focus may be the key to success. Production workers receive considerable support from other segments of the shipyard. They are furnished with plans, work packages, facilities, tools, work places, material, and similar items indispensable to accomplishing the work. If these items of support are missing, or confusing to the worker, or arrive - late, or are in unusable condition, or otherwise do not provide the vital support needed, then there is little that the production worker can do about it other than gird himself for an onslaught of criticism about his productivity.
