The proposed North American Free Trade Agreement (NAFTA) represents a historic change in relations among Canada, Mexico, and the United States. The effect of the agreement on the three economies has generated controversy and some degree of alarm within each country. In this book, noted trade and development experts review the available literature on the effects of NAFTA on the three member countries and the world trading system. This paper evaluates free trade agreements, identifies NAFTA trade flows, and the needed highway transportation investment, by corridor, to support those NAFTA trade flows in Washington. The focal point of the paper will be the direct analysis of the impacts on the transportation infrastructure and the need of industry capacity to achieve the requirements of free trade. Analysis will be accomplished by identifying the specific North American, in particular Canada's, commodity flows into, out of and through Washington, by Standard Industrial CLification (SIC) codes. Highway damage coefficients will be used to determine corridor investment requirements to sustain industry capacity utilization of the infrastructure.
