Hydraulic, hydrologic and water resources engineers have been concerned for a long time about failure phenomena. One of the major concerns is the definition of a failure event E, of its probability of occurrence PtE), and of the complementary notion of reliability. However, as the stochastic aspects of hydraulics and water resources engineering were developed, words such as "failure," "reliability," and "risk" took on different meanings for different specialists. For example, "risk" is defined in a Bayesian framework as the expected loss resulting from a precisely defined failure event, while according to the practice of stochastic hydraulics it is the probability of occurrence of a failure event. The need to standardize the various concepts and operational definitions generated numerous exciting discussions between the co-editors of this book during 1983-84 when L. Duckstein, under sponsorship of the Alexander von Humboldt Foundation (FRG), was working with E. Plate at the Institute of Hydrology and Water Resources of the University of Karlsruhe. After consulting with the Scientific Affairs Division of NATO, an organizing committee was formed. This comittee - J. Bernier (France), M. Benedini (Italy), S. Sorooshian (U. S. A. ), and co-directors L. Duckstein (U. S. A. ) and E. J. Plate (F. R. G. ) -- brought into being this NATO Advanced Study Institute (ASI). Precisely stated, the purpose of this ASI was to present a tutorial overview of existing work in the broad area of reliability while also pointing out topics for further development.

The past two decades have seen a remarkable broadening of interest in global warming from a research concern on the part of a limited number of scientists to a political problem on a worldwide scale. The nature of this transformation would itself be a fruitful study for a mixed team of social scientists and natural scientists. It would be valuable to assess the differing nature of the staging posts along this road: the First World Climate Conference in 1979, which was a meeting of scientists talking to scientists; the Villach Assessment of 1985, which was a meeting of scientists whose report was given attention by the policy advisers of a number of governments; the Second World Climate Conference of 1990, which consisted of a scientific meeting followed by a Ministerial Meeting; and the United Nations Framework Convention on Climate Change of 1992 signed by 158 countries at the UN Conference on Environment and Development in June 1992. The present publication is a welcome contribution of the followup to UNCED. By focusing on a specific problem, it avoids the pitfall of undue generalization and provides the basis for fruitful discussion between natural scientists, social scientists, and policymakers. To choose as the area of concentration a particular scale also helped to produce meaningful discussion likely to lead to action.

Important policy problems rarely fit neatly within existing territorial boundaries. More difficult still, individual governments or government departments rarely enjoy the power, resources and governance structures required to respond effectively to policy challenges under their responsibility. These dilemmas impose the requirement to work with others from the public, private, non-governmental organisation (NGO) or community spheres, and across a range of administrative levels and sectors. Will corporations sweep in and create Big Marijuana, flooding the market with mass-produced weed? In Craft Weed, Ryan Stoa argues that the future of the marijuana industry should be powered by small farms—that its model should be more craft beer than Anheuser-Busch. He provides a history of marijuana farming and its post-hippie resurgence in the United States.
