The use of biometric technology for identification has gone from Orwellian fantasy to everyday reality. This technology, which verifies or recognizes a person's identity based on physiological, anatomical, or behavioral patterns (including fingerprints, retina, handwriting, and keystrokes) has been deployed for such purposes as combating welfare fraud, screening airplane passengers, and identifying terrorists. The accompanying controversy has pitted those who praise the technology's accuracy and efficiency against advocates for privacy and civil liberties. In America Identified, Lisa Nelson investigates the complex public responses to biometric technology. She uses societal perceptions of this particular identification technology to explore the values, beliefs, and ideologies that influence public acceptance of technology. Drawing on her own extensive research with focus groups and a national survey, Nelson finds that considerations of privacy, anonymity, trust and confidence in institutions, and the legitimacy of paternalistic government interventions are extremely important to users and potential users of the technology. The identified lives effect describes the fact that people demonstrate a stronger inclination to assist persons and groups identified as at high risk of great harm than those who will or already suffer similar harm, but endure unidentified. As a result of this effect, we allocate resources reactively rather than proactively, prioritizing treatment over prevention. For example, during the August 2010 gold mine cave-in in Chile, where ten to twenty million dollars was spent by the Chilean government to rescue the 33 miners trapped underground. Rather than address the many, more cost effective mine safety measures that should have been implemented, the Chilean government and international donors concentrated efforts in large-scale missions that concerned only the specific group. Such bias as illustrated through this incident raises practical and ethical questions that extend to almost every aspect of human life and politics. What can social and cognitive sciences teach us about the origin and triggers of the effect? Philosophically and ethically, is the effect a "bias" to be eliminated or is it morally justified? What implications does the effect have for health care, law, the environment and other practice domains? This volume is the first to take an interdisciplinary approach toward answering this issue of identified versus statistical lives by considering a variety of perspectives from psychology, public health, law, ethics, and public policy.

This report summarizes characteristics of students with disabilities in the National Education Longitudinal Study (nels:88), which conducted a base-year survey in 1988 of all U.S. public and private schools containing eighth grades, followed up at 2-year intervals in 1990, 1992, and 1994. Among general observations are the following: (1) students identified in nels:88 as disabled tended to have greater difficulties in school and realized fewer positive outcomes of schooling; (2) relatively small percentages of students with disabilities as identified by nels:88 perceived themselves or were identified by school officials as having received special education services during high school; and (3) teachers in nels:88 were perceptive judges of which students were failing to perform well in the classroom, but linking the identification of disability status to classroom performance may blur the distinction between students with disabilities and students at risk. After an introductory chapter, individual chapters address the following issues concerning students with disabilities: disability identification, students' background characteristics, school experiences, and educational outcomes. A concluding chapter lists characteristics of populations identified as disabled by both parents and teachers and only by teachers, not by parents. Four appendices list nels:88 indicators of disability, nels:88 disability estimates based on alternative disability definitions, and research/technical notes. (Contains 12 references.) (Db).
