This Selected Issues paper describes and discusses potential implications of recent changes in Hungary’s public debt strategy. Special attention is paid to the motivation for, and recent experiences with, the “Hungarian Government Security Plus Scheme” (MÁP+) for physical persons, introduced in June 2019. One of the main benefits of retail bonds is that they usually are perceived as more stable funding. However, it is argued that MÁP+ should be continuously monitored to ensure its objectives are achieved in the most cost-efficient manner and to avoid unintended distortions. The paper also focuses on specific public debt management policies in Hungary and it briefly discusses experiences with the retail bond programs in other countries but focuses mainly on the MÁP+ bond, the initial experience with this bond, and elaborates on its potential implications. MÁP+ has many reasonable objectives, although some of them, such as higher a savings rate of households and reduced external indebtedness, are to a major extent driven by macroeconomic policies. Going forward, the question remains whether these objectives can be achieved by appreciably lower cost to the budget given less expensive alternative funding sources and policy options. Public debt management also needs to respond to changing market conditions.

This Open Access book explains a new type of political order that emerged in Hungary in 2010: a form of authoritarian capitalism with an anti-liberal political and social agenda. Eva Fodor analyzes an important part of this agenda that directly targets gender relations through a set of policies, political practice and discourse—what she calls “carefare.” The book reveals how this is the anti-liberal response to the crisis-of-care problem and establishes how a state carefare regime disciplines women into doing an increasing amount of paid and unpaid work without fair remuneration. By closely scrutinizing political narratives, actual decisions and survey data, this volume offers a systematic analysis of the impact of populism on the polity-politics-policy aspects of the political in Hungary after 2010. It analyzes the uses of constitutionalism and discriminatory legalism, the changes in the quality of democracy, the government’s relationship with media and journalism, its influence over the party system and EU politics, and its approach to family and cultural policies. While each chapter in the volume describes the findings in response to the corresponding literature highlighting the added value of the individual analyses, the book interprets the overall results under the notion of "smart populism" where the moral definition of "the people" allows for little political opposition, "the elite" is selected based on its multifaceted applicability for a political narrative and "the will of the people" is determined from above. The volume also suggests responses to "smart populism". The book will be of particular interest to students and scholars of democracy, party politics the rise of populism and contemporary Hungarian politics.
