The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Eastern Europe was once clearly defined by the centralized political and economic organization of the societies in the region. They shared the same official ideology and were members of the same alliances. After 1989, the region collapsed in an economic, political and cultural implosion. What were the moving forces of this profound change? What are its consequences? Could we try to reasonably foresee any future developments? In this thought-provoking book, Nikolai Genov presents a systematic description and explanation of Eastern European societal transformations after 1989. They are interpreted as adaptations to four global trends; upgrading the rationality of organizations; individualization; spreading of instrumental activism; and universalization of value-normative systems. Adaptations to these trends have generally been successful. However, Genov notes that the process is marked by many failures as well. They are mostly caused by path dependency in the societal development and by the varying quality of relevant decisions, other destructive developments are due to contradictions in the global trends themselves. Guided by the assumption that the societal and supranational integration mechanisms in Eastern Europe before 1989 could not resist the overwhelming power of global trends, Genov's controversial findings question visions about the end of history and simultaneously strengthen the confidence that most complex macro-social processes can be rationally managed. It is rather astonishing that the issue of sustainability first posed by the Brundtland commission in 1987 has gained so little attention from capability scholars despite the approach’s focus on human well-being. This book starts with a seminal contribution by Sen on the "Ends and Means of Sustainability" delivered as a keynote in 2000. Resilience is currently infusing policy debates and public discourses, widely promoted as a normative goal in fields as diverse as the economy, national security, personal development and well-being. Resilience thinking provides a framework for understanding dynamics of complex, inter-connected social, ecological and economic systems. The book critically analyzes the multiple meanings and applications of resilience ideas in contemporary society and to suggests where, how and why resilience might cause us to re-think global change and development, and how this new approach might be operationalized. The book shows how current policy discourses on resilience promote business-as-usual rather than radical responses to change. But it argues that resilience can help understand and respond to the challenges of the contemporary age. These challenges are characterized by high uncertainty; globalized and interconnected systems; increasing disparities and limited choices.
