While strong Armed Forces remain the bedrock in safeguarding national interests new kinds of power projection are now required, both to make the use of force ('hard power') more effective and in some instances to replace it with the deployment of what has been labelled 'soft power'. Soft power involves getting what a country wants by influencing other countries to want the same thing, through attraction, persuasion and co-option. The information and digital revolution has transformed international relations and foreign policy, meaning that the UK must win over new and wider audiences to its point of view. The UK must change the way it interacts with other nations and communities, and is well-equipped to do so. Soft power methods of exercising international influence must now be combined with older approaches in order to secure and promote the UK's interests and purposes. To ensure that the exercise of soft power takes its place at the core of government policy-making, the Committee calls for the creation of a new strategic unit at the heart of Government. Its purpose would be to assist the Prime Minister in ensuring all Departments understand the importance of soft power and of upholding the UK's reputation, and in swiftly counteracting any potentially damaging policies or messages. While investing in soft power takes time to produce results, the Committee makes a number of recommendations including that BBC World Service's budget is not reduced any further in real terms and that the British Council is properly resourced to encourage the UK's creative industries

'Soft power' is an oft-used term and commands an instinctive understanding among journalists and casual observers, who mostly interpret it as 'diplomatic' or somehow 'persuasive'. 'Hard power' is seen, by contrast, as something more tangible and usually military. But this is a superficial appreciation of a more subtle concept - and one key to Britain's future on the international stage. Britain's Persuaders is a deep exploration of this phenomenon, using new research into the instruments of soft power evident in British society and most relevant to the 2020s. Brexit is likely to lead to the largest shift in Britain's economic orientation in living memory. Some have argued that leaving the EU will enable Britain to revive markets in Commonwealth countries with which it has long-standing historical ties. Their opponents maintain that such claims are based on forms of imperial nostalgia which ignore the often uncomfortable historical trade relations between Britain and these countries, as well as the UK's historical role as a global, rather than chiefly imperial, economy. Forging a British World of Trade explores how efforts to promote a 'British World' system, centred on promoting trade between Britain and the Dominions, grew and declined in influence between the 1880s and 1970s. At the beginning of the twentieth century many people from London, to Sydney, Auckland, and Toronto considered themselves to belong to culturally British nations. British politicians and business leaders invested significant resources in promoting trade with Australia, Canada, New Zealand, and South Africa out of a perception that these were great markets of the future. However, ideas about promoting trade between 'British' peoples were racially exclusive. From the 1920s onwards, colonized and decolonizing populations questioned and challenged the basis of British World networks, making use of alternative forms of international collaboration promoted firstly by the League of Nations, and then by the United Nations. Schemes for imperial collaboration amongst ethnically 'British' peoples were hollowed out by the actions of a variety of political and business leaders across Asia and Africa who reshaped the functions and identity of the Commonwealth.

The decision of the UK to ‘Leave’ the European Union (EU) was unexpected, and as a consequence the precise details of what would come next were left very unclear, and still today there is little certainty or agreement over what ‘Brexit’ will actually mean. The Commonwealth featured quite heavily in the referendum campaign, particularly on the ‘Leave’ side; claiming that a vote for Brexit would allow the UK to re-new and extend links with the countries of the Commonwealth.
