Even though Americans have seen the consequences of terror on their homeland as a result of the attacks in Oklahoma City in 1995 and on the World Trade Center in 1993 the majority of U.S. citizens still could not fathom the contemplation of a true catastrophic attack on our soil until September 11 2001. In the past thoughts of disasters and emergencies were limited to small rare and relatively short-lived incidents primarily related to natural disasters. September 11th presented our nation with a new challenge that is much more complex and difficult to deal with. This paper will present an overview analysis of two pieces of the overall Homeland Security policy: the National Strategy for Homeland Security and the Department of Defense's (DoD) support roles. The paper will review the Nation's civil defense history since World War II and analyze the recently released National Strategy for Homeland Security. The military's efforts to perform its mission of homeland defense while homeland security and civil support become increasingly important will be discussed. The role of the military's support to civil authorizes both before and after a domestic incident is increasing in complexity and frequency. DoD's current approach to Homeland Security will be discussed and possible new military tasks will be provided. Finally I will offer recommendations to improve the national strategy and the U.S. Navy's support role to be better prepared to defend the Homeland and provide support to Civil Authorities.

The tragic events of September 11, 2001 have refocused the United States on the daunting challenge of securing and defending the homeland. The newly created Department of Homeland Security (DHS) is the lead federal agent in this endeavor. Moreover, DHS has developed a National Strategy for Homeland Security (NSHS) that integrates the Armed Forces as the critical military instrument of the overall strategy. To further unify the military effort U.S. Northern Command (NORTHCOM) has been created as a North American combatant command charged with the dual missions of homeland defense and civil support. The Army National Guard as a part of the overall Armed Forces will play a necessary role in homeland defense and civil support. The more pressing questions for the Army National Guard are how much of a role should it play, and how should it, as part of the Army's full-spectrum force meet this new challenge while continuing to fulfill the ever expanding array of missions. This research will build on recent assessments of the Army National Guard's operational role in support of NORTHCOMs missions. In 2002, President Bush signed a new Unified Command Plan (UCP) establishing United States Northern Command (NORTHCOM) to provide command and control of the Department of Defense's (DOD's) homeland defense efforts and to coordinate military support to civil authorities. As a geographical combatant command, NORTHCOM has an area of responsibility that includes the continental United States, Alaska, Canada, Mexico, and surrounding waters out to approximately 500 nautical miles, including the Gulf of Mexico and the Straits of Florida. The NORTHCOM Commander also commands North American Aerospace Defense Command. During deliberations for the FY2009 National Defense Authorization Act, some issues for Congress involving NORTHCOM may include DOD reorganization and the Unified Command Plan, improving interagency relationships, NORTHCOM's increased reliance on reserve component service members, and the ongoing Cheyenne Mountain Operations Center realignment.

The United States' strategy to defend the homeland has been evolving since the terrorist attacks of September 11, 2001. Not only have the terms used to describe this strategy changed, so have the roles and responsibilities of many of the institutions tasked with executing the strategy. The Department of Homeland Security and Northern Command (NORTHCOM) are two examples of a radical organizational shift in strategy. In other instances, the implementation of change has been somewhat slower, such as in the case of the National Guard. One of the most notable changes in the National Guard has been its shift from a Cold War era strategic reserve to its current role as an operational reserve. But there have been other changes in the manner in which the National Guard operates. The purpose of this paper is to briefly examine some of the post-9/11 recommendations to increase, enhance or change the National Guard's role in homeland defense and civil support, to review steps actually taken by the National Guard to improve its homeland defense/civil support capabilities, and to illustrate the disparity between what the experts have said should be done and what the National Guard has actually done.
