The framework represents a plan within which local districts can develop courses of study in health education, and from which health instructional materials may be selected. It also provides a basis for developing inservice training programs in health education. The role of health instruction in the curriculum and the relation of health to other academic subject areas are explored. Goals and a philosophy of health education are defined. These content areas of health instruction are presented: personal, family, mental, emotional, consumer, community, and environmental health; nutrition; use and abuse of substances; diseases and disorders; and accident prevention and emergency health services. Within each area, concepts and objectives for 5 developmental levels of students (preschool, early childhood, preadolescent, adolescent, and young adult) are outlined.

Nutrition education is essential in impacting obese and overweight high school students in Los Angeles (LA), California. Obese and overweight 9th graders in 2018 among LA County were reported at 40.6%. Peer Health Exchange (PHE) is an organization that offers health education services to adolescents in marginalized communities living in poverty throughout LA County. PHE recruits undergraduate college students from selected college sites to train volunteers as Health Educators (HE's) who provide health education services in local high schools. Using the near-peer model approach with HE's, they teach 14 workshops with curriculum supporting the core values of health equity, communication, advocacy, and decision-making skills. The health curriculum focuses on sexual health, mental health, and substance use among adolescent populations. An optimum planning model for the PHE program is the Social Marketing Assessment and Response Tool. A conceptual framework that drives the projected program is found in theories of Social Cognitive Theory and Health Belief Model. Primary goals and objectives are to lower the rates of obesity among adolescents in LA County. In order to accomplish this, an intervention will be proposed to add in an additional workshop to the PHE curriculum focusing on nutrition education particularly by increasing consumption of fruits, vegetables, milk, daily breakfast, and decreasing consumption of sugary-sweetened beverages. Evaluation methods will include focus groups of HE's, surveys of high school participants, measuring the quality and effectiveness of the program. All in all, through health education presented by PHE, participating adolescents in LA will be aware of the current threats obesity poses to our youth.
