Uncertainty about the magnitude, frequency, location, and timing of stock-specific sockeye and chum salmon harvest in western Alaska fisheries was the impetus for the Western Alaska Salmon Stock Identification Program (WASSIP). The program was designed to use genetic data in mixed stock analysis (MSA) of fisheries samples to more clearly describe harvest patterns of sockeye and chum salmon stocks in western Alaska fisheries. This report reviews the history of WASSIP, summarizes the memorandum of understanding as the guiding document for the program, and reviews participation and contributions of the Advisory Panel and Technical Committee to the program. Brief descriptions of WASSIP sockeye fisheries are provided and previous sockeye tagging and stock identification studies are reviewed. We describe the methodology used to estimate stock-specific harvests and harvest rates for sockeye salmon, report these estimates, and provide guidance on interpretation of results. These results provide the most comprehensive examination of stock-specific harvest and harvest rates across western Alaska sockeye salmon fisheries ever attempted.

The primary goal of this study is to use mixed stock analysis to estimate the stock composition of chum salmon Oncorhynchus keta harvested in South Alaska Peninsula Management Area (southern portion of Area M) commercial salmon fisheries during the 2022 to 2026 seasons. Relatively large harvests of chum salmon in South Alaska Peninsula fisheries in recent years corresponding with small returns of chum salmon to Western Alaska rivers has raised concerns among some stakeholders about the stock-specific harvests in South Alaska Peninsula fisheries. Salmon tagging studies published in 1926, 1964, and 1991 and subsequent genetic stock identification projects conducted in 1993-1996 and 2007-2009 demonstrated significant numbers of non-local chum salmon in the June and early July commercial fisheries of the South Alaska Peninsula. Presently, some stakeholders believe that relative abundances among stocks in the fishery have changed since stock-specific chum harvests were last estimated in South Alaska Peninsula harvests as part of the Western Alaska Salmon Stock Identification Program (WASSIP) in 2007-2009. An updated study that accurately and precisely estimates stock-specific harvests would help resolve these concerns and provide valuable management information regarding the gear- and temporal-specific harvests of chum salmon in select South Peninsula fisheries. This operational plan provides the Alaska Department of Fish and Game (ADF&G) with a sampling and genetic analysis plan to achieve that overall goal.

The Western Alaska Salmon Stock Identification Program (WASSIP) was initiated in 2006 with a memorandum of understanding executed by an Advisory Panel of 11 signatories, including Alaska Department of Fish and Game, and stakeholders from throughout western Alaska. The purpose of WASSIP was to identify stock contributions of sockeye (Oncorhynchus nerka) and chum salmon (O. keta) to commercial and subsistence fisheries from Chignik northward to Kotzebue Sound, and to extend those estimates to stock-specific harvest rates. This report describes the regional fishery model and estimation of escapement and harvest rates for chum salmon. Escapements and associated uncertainties were estimated for each of the WASSIP chum salmon regional reporting groups (Chignik/Kodiak, South Peninsula, Northwest District, Northern District, Coastal Western Alaska, Upper Yukon River, Kotzebue Sound; i.e., stocks). The 2007 to 2009 escapement estimates were based on information available in annual area management reports, other monitoring and assessment reports, and department databases.

The program was designed to use genetic data in mixed stock analysis to reduce this uncertainty. A baseline of allele frequencies in spawning populations is required for use in mixed-stock analysis to estimate the stock of origin of harvested fish. This report describes the methodology used to understand the population genetic structure among chum salmon populations and to build and test a baseline for use in mixed stock analysis of chum salmon. Of the 35,921 fish from 434 collections selected to be genotyped, the final baseline was composed of 32,817 fish from 402 collections representing 310 populations. Average population sample size was 106 fish. Reporting groups were determined through a combination of stakeholder needs and identifiability using genetic information, as measured using proof tests. The final reporting groups included Asia, Kotzebue Sound, Coastal Western Alaska, Upper Yukon River, Northern District (Alaska Peninsula), Northwest District (Alaska Peninsula), South Peninsula (Alaska Peninsula), Chignik/Kodiak, and East of Kodiak.

In Southeast Alaska, chum salmon (Oncorhynchus keta) spawn in more than 1,200 streams. The Alaska Department of Fish and Game maintains a standardized survey program to index spawning chum salmon abundance at 87 summer-run and seven fall-run streams. Lower-bound sustainable escapement goals are established for summer-run stocks comprising aggregates of index streams over three broad subregions (Southern Southeast, Northern Southeast Inside, and Northern Southeast Outside) and sustainable escapement goal ranges are established for five fall-run stocks that support directed fisheries (Cholmondeley Sound, Port Camden, Security Bay, Excursion River, and Chilkat River). We reviewed chum salmon escapement goals and recommend that summer-run chum salmon goals continue to be based on the 25th percentiles of historical escapement index counts, primarily due to the uncertainty regarding harvest rates. We recommend reducing the Northern Southeast Inside Subregion lower-bound sustainable escapement goal from 119,000 to 107,000 fish. For fall-run chum salmon stocks, except for the Chilkat River, we also recommend continuing to base escapement goals on the 25th and 75th percentiles of historical escapement index counts, and recommend no changes at this time. Summer-run chum salmon escapement goals were met in four of the past five years in the Southern Southeast and Northern Southeast Outside subregions, and in three of the past five years in the Northern Southeast Inside Subregion. Escapement goals were met for the five fall-run stocks 84% of the time over the past 5 years. The annual common property harvest of chum salmon in Southeast Alaska averaged 6.9 million fish per year since 2007; hatchery-produced fish accounted for an average 85% of that harvest. No Southeast Alaska stocks of chum salmon currently meet the criteria for stocks of concern as defined by the State of Alaska's Policy for Management of Sustainable Salmon Fisheries (5 AAC 39.222).
