This is a unique compilation on the use of leaching/extraction methods in different fields. The use of leaching test methods is increasing in various areas including: waste treatment and disposal; incineration of waste; soil clean-up and reuse of cleaned soil; sludge treatment. This has led to (and may increasingly lead to) the development of a large number of very similar tests in these different fields. However, these developments are taking place with no clear understanding of their mutual relationships. In view of these developments, efforts are needed to harmonize the leaching procedures that could be adapted for different matrices, as well as validate the use of existing tests in other fields. The development of a wide variety of leaching/extraction tests for different matrices is undesirable from a regulatory point of view and undesirable for industry. Clarity in testing is crucial in producer-consumer relations. Monitoring and evaluation (M&E) is recognized as critically important for tracking progress, whether it serves the purpose of accountability to donors, informs future improvements to CSA practices, or contributes to the aggregate global progress toward meeting the SDGs or the global stocktake under the Paris Agreement. There has been a growing chorus acknowledging the need to align the indicators and M&E frameworks of major donors with those of the three global agreements. Monitoring and reporting has begun on the SDGs, although the development of methodologies for various indicators is an evolving process. The development of specific indicators for the agriculture sector is also well underway for the Sendai Framework. The organizations conducting this work have recognized the need to streamline these processes. For example, they have already attempted to align several of the indicators between the SDGs and the Sendai Framework.These operational guidelines aim to address the core constraints and needs of FAO Member States on both the design and implementation of M&E systems that can simultaneously address CSA and sector reporting requirements for the 2030 Agenda, the Sendai Framework and the UNFCCC Paris Agreement. First and foremost, the guidelines acknowledge the principal need expressed by Member States that M&E systems and indicators be simple and not onerous. The challenges that have always existed with regard to M&E for CSA are still present, and are particularly pronounced for pillar 2, adaptation and resilience. These challenges to the development of indicators for pillar 2 have exhibited the greatest need for attention.

The book is concerned with the main issues that arise for general commodity taxation in the internal market: the choice of a new international tax principle and the question of tax rate harmonization. The book provides a thorough discussion of these issues and evaluates the choices made by the European Community from a welfare-theoretic perspective by comparing them to feasible alternatives. The discussion integrates a large number of recent theoretical and policy-oriented contributions which have so far not been collected and summarized in a single volume. Special features of the book are that (a) the analysis combines elements of international trade theory and public finance, two economic disciplines which are rarely integrated; (b) a dual general equilibrium framework is used throughout the analysis, (c) a second-best setting is consistently employed, incorporating relevant policy constraints and integrating conflicting arguments in a single analytical framework, (d) part of the theoretical analysis is supplemented by a computable general equilibrium approach. The book shows that well-known international trademodels can be extended to model alternative principles for taxing international trade but also international differences in preferences for public goods and different views of government behavior - issues which are directly relevant for the discussion of tax rateharmonization but are rarely treated in an analytical way.
