Excerpt from Hansard's Parliamentary Debates, Vol. 73: Commencing With the Accession of William IV; Comprising the Period From the Twenty-Second Day of February, to the Second Day of April, 1844 The Earl of Ripon was not about to oh ect to the Motion which his noble Friend ad made. It was very proper that their Lordships should be put in possession of the information he claimed; but as he had prefaced his Motion by remarks of a cri minatory character, he felt called upon to make a few observations. He had no in tention of going into the question of the Archdeaconry of Ar h. He had stated last year what appednrzgi to him sufficient grounds for the steps which had been taken. He was by no means clear whether he could then recollect all the circum stances of the case as they were communi cated to him, and by him to the House; but with regard to this articular appoint ment of the Rev. Ho t Waring to the Deanery of Dromore, he knew that the noble Lord was entirely mistaken in some most important and material facts on which he seemed to have relied. He (lord Mon teagle) entertained considerable doubt whe ther this was a dignity without any emolu ment, but he (the Earl of Ripon) begged to repeat that it was not only a dignity without any emolument, but it could not be so bylaw. His noble Friend had te ferred to certain documents laid before the House, but he would state how the facts stood subsequent to that period; but of course he could not find fault with the noble Lord for not knowing what he was about to state. The noble Lord was mis taken if be supposed that what had been done was confined to the suggestion made by the Commissioners. In 1834 an Act was passed, to which he had not adverted, to amend the Church Temporalities Act, and a clause in that Act directed that in case of a vacancy of the Deanery of Dro more, or any other dignity below that of Archbishop or Bishop, it should be compe tent for the Ecclesiastical Commissioners to recommend to the Lord Lieutenant and Privy Council to suspend the appointment of any such dignitary, if they thought tit and it might be competent for the Lord Lieutenant and the Privy Council to give float to such recommendation; and it was provided further, that, during the time of such Deanery being suspended, all profits derived from it should be applied to the of the Ecclesiastical Commission. Excerpt from Hansard's Parliamentary Debates, Vol. 1: During the Second Session of the Tenth Parliament of the United Kingdom of Great Britain and Ireland, Appointed to Meet the Westminster, 6th December, 1831, in the Second Year of the Reign of His Majesty, William the Fourth Mr. Hume rose to protest against the adoption of one or two fallacies which had been put forth by hon. Members who had preceded him in the expression of their sentiments upon this subject. The hon. Member for Boroughbridge had contended, that a prohibitory system ought again to be enforced, and that it was entirely owing to the importation Of foreign goods that the distress in the various branches of manufacture was to be attributed. If such doctrines were to be acted upon, in what condition would this country speedily find herself, when her power of production ex ceeded, in many branches of manufacture, ber capabilit for consumption, no less than four fod? If restrictive measures were resorted to, other countries would retaliate. With regard to the United States, he was confident that country would soon abandon her extravagant tariff, and return to her former olicy. The high wages of labour in tiiat country, would continue so long as there was more work than the labourers could get through but they were not raised, as had been ad vanced by the hon. Member for Thetford (mr. Baring), by the protection afforded to native labour against foreign im portation. The thriving condition of Ame rice was imputed to her having so much elboworoom wherein to spread her labour. One chief source of her prospct'ity might be found in the fact, that the whole expense Of carrying on her government amounted to thirteen millions and a half Of dollars, whilst that Of England, exclusive of pensions, half-pay, and civil lists, was seventy-eight millions of dollars. With respect to the assertion that the glove trade was injured by the quantities Of foreign gloves which were smuggled into this country, he was not disposed to pay the slightest attention to them; for he believed, and his belief was founded on an investigation of the fact, that there was not one single dozen pair of gloves smug gled into England in the way of trade. The expense and the risk attending that course were far from being repaid by the saving of the duty in the price of the gloves when sold here. The petitioners in this trade ascribed all their distress to the free importation of foreign glows; and he was firmly tii' (lliltlititl that they were totally mistaken in their views; for that reason, as well as for many others.
