Book Description
"To overcome the long-standing challenge of enumerating hard-to-count (HTC) groups such as minorities and renters, the U.S. Census Bureau (Bureau), used outreach programs, such as paid advertising, and partnered with thousands of organizations to enlist their support for the census. The Bureau also conducted Service-Based Enumeration (SBE), which was designed to count people who frequent soup kitchens or other service providers, and the Be Counted/Questionnaire Assistance Center (QAC) program, designed to count individuals who believed the census had missed them. As requested, GAO assessed how the design of these efforts compared to 2000 and the extent to which they were implemented as planned. GAO reviewed Bureau budget, planning, operational, and evaluation documents; observed enumeration efforts in 12 HTC areas; surveyed local census office managers; and interviewed Bureau officials. GAO recommends that the Bureau take steps to improve the effectiveness of its outreach and enumeration activities aimed at HTC groups, including developing a predictive model to better allocate paid advertising funds, improving coordination between partnership and local census staff, revisiting SBE staffing guidance, and ensuring..."

Book Description
"Today's hearing, as the title indicates, will examine the 2010 Census Integrated Communications Campaign in hard-to-count areas. The hearing will assess and examine ethnic print and broadcast media's role in preventing an undercount. We will further examine avenues to aid the Census Bureau in its efforts to reach those who are more likely to be undercounted--children, minorities, and renters."--P. 1.

Book Description
The Panel on Research on Future Census Methods has a broad charge to review the early planning process for the 2010 census. Its work includes observing the operation of the 2000 census, deriving lessons for 2010, and advising on effective evaluations and tests. This is the panel's third report; they have previously issued an interim report offering suggestions on the Census Bureau's evaluation plan for 2000 and a letter report commenting on the bureau's proposed general structure for the 2010 census.

Book Description
Stories of government management failures often make the headlines, but quietly much gets done as well. What makes the difference? Ira Goldstein offers wisdom about how to lead and succeed in the federal realm, even during periods when the political climate is intensely negative, based on his decades of experience as a senior executive at two major government consulting firms and as a member of the US federal government's Senior Executive Service. The Federal Management Playbook coaches the importance of always keeping four key concepts in mind when planning for success: goals, stakeholders, resources, and time frames. Its chapters address how to effectively motivate government employees, pick the right technologies, communicate and negotiate with powerful stakeholders, manage risks, get value from contractors, foster innovation, and more. Goldstein makes lessons easy to apply by breaking each chapter's plans into three strategic phases: create an offensive strategy, execute your plan effectively, and play a smart defense. Additional tips describe how career civil servants and political appointees can get the most from one another, advise consultants on providing value to government, and help everyone better manage ever-present oversight. The Federal Management Playbook is a must-read for anyone working in the government realm and for students who aspire to public service.
