This Guidance Memorandum (GM) provides interpretation and clarification of requirements contained in the Nuclear Regulatory Commission rule, 10 CFR 50.47 (b)(12) and the associated guidance in NUREG-0654/FEMA-REP-1, Revision 1, related to the provision of medical services for members of the general public. The background is contained in a policy statement from the Nuclear Regulatory Commission (NRC) titled "Emergency Planning - Medical Services" (51 FR 32904).In this policy statement, NRC states its belief that 10 CFR 50.47(b)(12) ("arrangements are made for medical services for contaminated injured individuals") requires pre-accident arrangements for medical services (beyond the maintenance of a list of treatment facilities) for individuals who might be severely exposed to dangerous levels of offsite radiation following an accident at a nuclear power plant. As used in 10 CFR 50.47(b)(12) and planning Standard "L" of NUREG-0654/FEMA-REP-I, Revision 1, the term "contaminated injured" means 1) contaminated and otherwise physically injured; 2) contaminated and exposed to dangerous levels of radiation; or 3) exposed to dangerous levels of radiation.
