Since the end of the Cold War, Japan's security environment has changed significantly. While, on the global level, the United States is still Japan's most important security partner, the nature of the partnership has changed as a result of shifting demands from the United States, new international challenges such as the North Korean nuclear programme and the rapid rise of China. At the same time, Japan has been confronted with new, ‘non-traditional’ security threats such as international terrorism, the spread of infectious diseases, and global environmental problems. On the domestic level, demographic change, labour migration, economic decline, workplace insecurity, and a weakening impact of policy initiatives challenge the sustainability of the lifestyle of many Japanese and have led to a heightened sense of insecurity among the Japanese public. This book focuses on the domestic discourse on insecurity in Japan and goes beyond military security. The chapters cover issues such as Japan’s growing perception of regional and global insecurity; the changing role of military forces; the perceived risk of Chinese foreign investment; societal, cultural and labour insecurity and how it is affected by demographic changes and migration; as well as food insecurity and its challenges to health and public policy. A Southern Criminology of Violence, Youth and Policing examines public experiences of insecurity and the social impacts of security programmes that aim to address violence in Brazil. This book contributes to the emerging field of southern criminology by engaging with the perils faced by people living in 'favelas' in Brazil and critically investigating the discourse of state actors. It combines original ethnographic data with critical analysis to expand understandings of violence and control in urban and postcolonial contexts. This study challenges dominant practices and notions of security and control. Its objective is to decolonise knowledge and shed light on issues relating to policing, coercion, and the great socioeconomic, historical and spatial inequalities that shape the lives of millions of people in the Global South. The findings of this book expose the exacerbation of social problems by the expansion of the penal and crime industry, unsettling the applicability and universalism of mainstream managerial criminology. The evidence reveals that new modes of securitisation have not addressed long-standing issues of sexism, racism, classism and brutalisation in the police. Moreover, through the increasing use of methods of control and incarceration, security programmes have failed to prevent diverse forms of violence and challenge the expansion of organised crime. Instead they have exacerbated the inequalities that affect the most marginalised populations. The United States is viewed by the world as a country with plenty of food, yet not all households in America are food secure, meaning access at all times to enough food for an active, healthy life. A proportion of the population experiences food insecurity at some time in a given year because of food deprivation and lack of access to food due to economic resource constraints. Still, food insecurity in the United States is not of the same intensity as in some developing countries. Since 1995 the U.S. Department of Agriculture (USDA) has annually published statistics on the extent of food insecurity and food insecurity with hunger in U.S. households. These estimates are based on a survey measure developed by the U.S. Food Security Measurement Project, an ongoing collaboration among federal agencies, academic researchers, and private organizations. USDA requested the Committee on National Statistics of the National Academies to convene a panel of experts to undertake a two-year study in two phases to review at this 10-year mark the concepts and methodology for measuring food insecurity and hunger and the uses of the measure. In Phase 2 of the study the panel was to consider in more depth the issues raised in Phase 1 relating to the concepts and methods used to measure food security and make recommendations as appropriate. The Committee on National Statistics appointed a panel of 10 experts to examine the above issues. In order to provide timely guidance to USDA, the panel issued an interim Phase 1 report, Measuring Food Insecurity and Hunger: Phase 1 Report. That report presented the panel's preliminary assessments of the food security concepts and definitions; the appropriateness of identifying hunger as a severe range of food insecurity in such a survey-based measurement method; questions for measuring these concepts; and the appropriateness of a household survey for regularly monitoring food security in the U.S. population. It provided interim guidance for the continued production of the food security estimates. This final report primarily focuses on the Phase 2 charge. The major findings and conclusions based on the panel's review and deliberations are summarized.

Security concerns have mushroomed. Increasingly numerous areas of life are governed by security policies and technologies. Security Unbound argues that when insecurities pervade how we relate to our neighbours, how we perceive international politics, how governments formulate policies, at stake is not our security but our democracy. Security is not in the first instance a right or value but a practice that challenges democratic institutions and actions. We are familiar with emergency policies in the name of national security challenging parliamentary processes, the space for political dissent, and fundamental rights. Yet, security practice and technology pervade society heavily in very mundane ways without raising national security crises, in particular through surveillance technology and the management of risks and uncertainties in many areas of life. These more diffuse security practices create societies in which suspicion becomes a default way of relating and governing relations, ranging from neighbourhood relations over financial transactions to cross border mobility. Security Unbound demonstrates that governing through suspicion poses serious challenges to democratic practice.
