Rice, issued a Department of the Air Force White Paper entitled The Air Force and U.S. National Security: Global Reach Global Power which set the stage for the evolving role of the Air Force as a prime instrument of national security policy and strategy. As a result of dramatic and historic changes in the international environment, it is clear that defense budget reductions will significantly affect the USAF by not only cutting force structure, but also by deleting some forward basing overseas. Secretary Rice foresees a leading role for the USAF in protecting worldwide U.S. interests by projecting U.S. airpower, whenever and wherever, to fill the gaps left by these cuts.
