Direct or non-electric utilization of geothermal energy refers to the immediate use of the heat energy rather than to its conversion to some other form such as electric energy. The primary applications of direct-use include swimming, bath and balneology (therapeutic use), space heating and cooling (including district energy systems), agriculture (mainly greenhouse heating and some animal husbandry), aquaculture (mainly fish pond and raceway heating), and industrial processes. In the past, direct-use geothermal energy projects were smaller in scale than geothermal electric power projects. More recent developments involve large-scale projects, such as district heating, greenhouse complexes, or major industrial uses such as grain and vegetable dehydration, heap leaching of gold ore, timber drying, mineral extraction, and pulp and paper processing. In order to assess the needs for USDOE to promote and assist in getting more geothermal direct use projects online, both domestically and internationally, and with the benefit of reducing the production of greenhouse gases, a questionnaire was developed and a working group of knowledgeable experts was convened. With input from the questionnaire, the working group addressed Strategic Goal 2 - Expand Direct Uses of Geothermal Resources of the USDOE Office of Geothermal Technologies Strategic Plan and developed an Action Plan. The objectives and strategies, along with the costs over the 10-year time period recommended by the working group follows.

Oregon's geothermal resources represent a large portion of the nation's total geothermal potential. The State's resources are substantial in size, widespread in location, and presently in various stages of discovery and utilization. The exploration for, and development of, geothermal is presently dependent upon a mixture of engineering, economic, environmental, and legal factors. In response to the State's significant geothermal energy potential, and the emerging impediments and incentives for its development, the State of Oregon has begun a planning program intended to accelerate the environmentally prudent utilization of geothermal, while conserving the resource's long-term productivity. The program, which is based upon preliminary work performed by the Oregon Institute of Technology's Geo-Heat Center, will be managed by the Oregon Department of Energy, with the assistance of the Departments of Economic Development, Geology and Mineral Industries, and Water Resources. Funding support for the program is being provided by the US Department of Energy. The first six-month phase of the program, beginning in July 1980, will include the following five primary tasks: (1) coordination of state and local agency projects and information, in order to keep geothermal personnel abreast of the rapidly expanding resource literature, resource discoveries, technological advances, and each agency's projects. (2) Analysis of resource commercialization impediments and recommendations of incentives for accelerating resource utilization. (3) Compilation and dissemination of Oregon geothermal information, in order to create public and potential user awareness, and to publicize technical assistance programs and financial incentives. (4) Resource planning assistance for local governments in order to create local expertise and action; including a statewide workshop for local officials, and the formulation of two specific community resource development plans. (5) Formulation and implementation of various statewide incentives; emphasis will be given to the recommendations of the Oregon Alternate Energy Development Commission and its Geothermal Task Force.

In July 1992, the Oregon Department of Geology and Mineral Industries (DOGAMI) received a subcontract from the Oregon Institute of Technology Geo-Heat Center (OIT- GHC) to perform portions of the State Geothermal Energy Research, Development, and Database Compilation. The prime contractor for the project was the United States Department of Energy - Geothermal Division (USDOE/GD). The Project is part of their Low-Temperature Geothermal Resources and Technology Transfer program. The goals of the project are to update the inventory of the nation's low- and moderate- temperature geothermal resources, study the location of those resources relative to potential users, and to collect additional information on the use of Geothermal Heat Pumps. DOGAMI's effort is aimed primarily at the first of these goals. Specific tasks in the DOGAMI subcontract include: 1. Complete an updated inventory of low- and moderate-temperature geothermal resources for the state of Oregon, current to June 1, 1992. 2. Conduct a fluid geochemistry study of the more important resource areas for which existing data are questionable or unavailable. 3. Complete a computer database compatible with Lotus 123 tabulating for each occurrence the name, location (T,R,S), county, latitude and longitude, depth, temperature, flow, chemistry, and other relevant data. 4. Assist OIT-GHC, ESRI (Earth Sciences & Resources Institute), and IWRRI (Idaho Water Resources Research Institute) in studies to prioritize low- to moderate-temperature resource areas for new development.
