The Brandt Commission Report stressed the need for an international strategy on energy, which must include financial assistance to ensure supplies to the poorer developing countries. The European Commission's recent survey of what is happening in this field offers a practical supplement in the development of such a policy. After the World Bank, the Community is the biggest financial donor to developing countries seeking to improve or exploit their energy resources. Excluding the OPEC countries, world contributions to energy development in Asia, Africa and Latin America in 1980 is expected to total nearly 2,500m EUA (£1,525m), corresponding to 10 per cent of the world total for development aid. While to date most contributions have been in the form of loans to develop electric power, in 1980 there is a discernible move towards exploring other forms of energy from renewable resources such as sun, wind, biomass and geothermal heating.
