Bush had planned to swear his oath of office with his hand on the Masonic Bible used by both his father and George Washington, however, due to the inclement weather, a family Bible was substituted. Almost immediately on taking office, President Bush made passage of "faith-based initiatives"—the government funding of religious charitable groups—a legislative priority. However, "inclement" weather storm-tossed his hopes for faith-based initiatives as well. What happened? Why did these initiatives, which began with such vigor and support from a popular president, fail? And what does this say about the future role of religious faith in American public life? Amy Black, Douglas Koopman, and David Ryden—all prominent political scientists—utilize a framework that takes the issue through all three branches of government and analyzes it through three very specific lenses: a public policy lens, a political party lens, and a lens of religion in the public square. Drawing on dozens of interviews with key figures in Washington, the authors tell a compelling story, revealing the evolution of the Bush faith-based strategy from his campaign for the presidency through congressional votes to the present. They show how political rhetoric, infighting, and poor communication shipwrecked Bush's efforts to fundamentally alter the way government might conduct social services. This thesis examines the Faith-Based and Community Initiative (FBCI) launched by President George W. Bush in January 2001. It shows that the Initiative represented a concerted effort by the federal government to engage not just religiously-based charities, but rather all small, grassroots social service providers. In doing so, the Bush Administration logically extended the nonprofit policies set forth by previous administrations and established specific parameters whereby faith-based organizations might apply on equal footing with their secular counterparts. The intent of the Initiative was not only to encourage these small faith-based and community organizations to begin partnering with the government, but to also build the capacity of these charities so that they could more efficaciously provide services to America's most needy. In 2005, Hurricane Katrina demonstrated the importance of this outreach. The violent nature of the storm, the desperate need for housing, the hopeless absence of employment, and the inadequate access to basic services created a large population with needs no different than individuals who inhabit every American city and town. The disaster response to Hurricane Katrina underscored the value of the U.S. Government engaging small, grassroots charities - both faith-based and secular - in addressing human needs when other resources are extremely limited and stretched. It clearly showed that the FBCI is indeed necessary and vital to our nation.
