This paper establishes the presence of a substantial gender gap in the relationship between state legislature service and the subsequent pursuit of a Congressional career. The empirical approach uses a sample of mixed-gender elections to compare the differential political career progression of women who closely win versus closely lose a state legislature election relative to an analogous impact for men who closely win or lose a state legislature election. We find that the effect of serving a state legislative term on the likelihood of running for a Congressional seat is twice as large for men as women, and its effect on winning a Congressional race is five times larger for men than women. These gaps emerge early in legislators' careers, widen over time, and are seen alongside a higher propensity for female state legislators to recontest state legislature seats. This gender gap in advancing to Congress among state legislators is not generated by gender differences in previously accumulated political experience, political party affiliation, or constituency characteristics. After investigating several explanations, we conclude that the gender gap in political career progression is consistent with the existence of a glass ceiling in politics.

This paper quantifies the gender gap in the returns to electoral success on the career progression of novice U.S. state legislators. Winning a state legislature race increases the probability that female state legislators compete for and win a higher-level seat by more than 150% compared to male winners. We provide evidence that these larger returns to winning a state legislative election are consistent with voters or party elites updating their beliefs about female candidates. Specifically, we find that female, but not male, state legislators are more likely to progress up the political hierarchy when working in full-time state legislatures, when representing a larger constituency, when working in a cohort with fewer men, and when serving in districts with limited prior exposure to female candidates. These results have important policy implications for how to promote women in politics in order to increase the share of female politicians in leadership positions.

Why are women underrepresented in politics? This paper documents gender differences in the career paths of novice politicians by studying the persistence of candidates after they win or lose elections. I track the political trajectories of over 11,000 candidates in local California elections and use a regression discontinuity approach. Losing an election causes 50 percent more attrition among female than male candidates: an electoral loss causes men to be 16 percentage points less likely to run again within the next four years, whereas the drop for women is 25 percentage points. Yet the gender gap in persistence depends on the setting: I find no evidence of a gap among candidates for high female representation offices or among more experienced candidates. These results are inconsistent with behavioral explanations of women's differential attrition. Instead, the results suggest that in low information environments, voters may penalize novice female politicians, which deters women from running again. I discuss the implications of the results for the gender gap in officeholding.

Based on data from the Citizen Political Ambition Study, a national survey conducted on almost 3,800 'potential candidates', we find that women, even in the highest tiers of professional accomplishment, are substantially less likely than men to demonstrate ambition to seek elected office. This useful collection of case studies of women in Arizona, Texas, Utah, and California state bureaucracies is a cooperative comparative venture among authors asking similar questions about obstacles to and facilitators of women's career advancement. The editors proceed from the proposition that bureaucracies should be democratic. More specifically, they submit that proportional representation of women in bureaucracies will result in public policy that is more in women's interests than policy produced by predominantly male bureaucrats. The authors find support for this proposition; female bureaucrats are generally more supportive than male bureaucrats of public policies responsive to women's needs. The case studies also illustrate how the status of women in state bureaucracies is dependent on gubernatorial electoral politics. Choice While a number of researchers have focused on female employment at the managerial level, this book is the first to deal specifically with advances made by women in obtaining high-level positions in state government. Using questionnaire data from several southwestern states, Hale and Kelly examine the extent to which equal opportunity has become a reality for women in state and municipal civil service careers. In two introductory chapters, Hale and Kelly develop the theoretical perspective and conceptual framework on which their analysis is based. They identify and discuss interrelationships of gender, democracy, and representative bureaucracy as well as the individual factors that promote and impede the career advancement of women. The findings of case studies undertaken in Arizona, Texas, Utah, and California are presented in separate chapters. Variables treated in the studies include career mobility, success, and satisfaction; employment behavior; perceptions of barriers to advancement; sources and types of support; domestic responsibilities and constraints; and childhood and professional socialization.
