The scope of this document is to provide guidelines for the user segment implementation of the OSNMA functionality, as defined in the OSNMA ICD [AD.2] and should be considered strictly as a complement to it. The document provides requirements, interfaces and steps to be followed in order to verify the authenticity of the Galileo navigation message. These guidelines are drafted in a generic way and are not tailored for any specific platform or application. The document also provides test vectors and sample data, supporting the verification of OSNMA functionality implementation. The guidelines provided in this document enable an implementation of the OSNMA protocol, providing navigation data authentication. For the interested reader, examples of techniques that can be additionally exploited to obtain a more robust PVT solution are provided in Annex 4. The current version of the OSNMA receiver guidelines still contains some TBD and TBC values that will be consolidated during the OSNMA test phase and fixed in successive updates of the document. Additionally, users should expect the possibility of tag failures during the OSNMA test phase. A quarterly report will be published on the GSC webserver, which will provide an indication of the tag failure rate and further information. This rate will be reduced in view of service provision phase, in part through evolutions of the OSNMA ICD [AD.2].

The present Galileo Open Service Navigation Message Authentication Internet Data Distribution Interface Control Document (hereinafter referred to as OSNMA IDD ICD) aims at complementing the OSNMA Receiver Guidelines [1] and the OSNMA SIS ICD [2] by providing the users with the information required to access and retrieve the cryptographic data (Public Key and Merkle Tree) available via the EGNSS GNSS Service Centre (GSC) interfaces. The distribution of the mentioned cryptographic data is supported by the provision of Public Key Infrastructure (PKI) certificates to ensure that the data is coming from the Galileo System. A description of the PKI certificates is also given in this document together with information to the users on how they can be used. This first version of the document will be updated before the service declaration with the inclusion of a PKI certificate signing the Merkle Tree. The information provided in this document along with the OSNMA SIS ICD [2] and the OSNMA Receiver Guidelines [1] shall allow the full implementation of the OSNMA protocol including the authentication of the associated chain of trust.

Position, Velocity and Timing (PVT) based on GNSS, and in particular on Galileo, is used by many critical applications in transportation, finance, telecommunications, information technology, energy, utilities, manufacturing, health services, emergency services, defence and law enforcement. However, accessibility to spoofing and jamming and relevant knowledge is increasing, resulting in disruption or denial incidents being more frequently observed. GNSS jamming incidents are reported in very large numbers, the vast majority of them caused by so-called "privacy protection devices" (illegal in most countries). GNSS spoofing (including meaconing) incidents are less frequently reported, but they are increasing in number. A possible explanation for the lower numbers is that successful (covert) spoofing attacks are not detected or not reported by their victims for security reasons. While jamming and detected spoofing events can have negative consequences, these incidents typically result in a partial or total interruption of the GNSS services and, for critical applications, one can expect that a fall-back solution is in place and will be used.
