Strategic emergency planning and response are critical aspects of the life cycle of a crisis and its management. Research shows that purposeful preparedness, communication, and collaboration significantly impact the way government agencies and organizations survive crisis management situations. A gap exists in the literature of crisis management, both in terms of preparedness and response, in Los Angeles County public sector agencies from the perspective of frontline workers. This research proposal will focus on the Los Angeles County Department of Public Social Services (LAC DPSS) to retrieve employee opinions on how prepared they felt during various crises and specifically during the Covid-19 Pandemic Crisis. Additionally, the research will focus on the effectiveness of the response to the COVID-19 crisis by exploring the coordination and communication efforts of the department. The study will investigate the different types of training offered to frontline workers. The study will also look at how LA County handled coordination and communication from the frontline workers' point of view. This research explores how preparedness techniques affected the COVID-19 pandemic crisis response among LAC DPSS. The purpose of this project is to collect data from LAC DPSS and analyze the preparedness levels and their performance towards responding to the COVID-19 Pandemic, as perceived by frontline employees.
