Studies on various themes connected with regional development show that most researchers construe the term `region' as denoting a `large' geographic unit. They do so even though in the context of regional development, regional problems may be examined in smaller geographic areas such as urban or rural localities. Research devotes little attention to socio-economic distinctions within peripheral and core regions, rather stressing disparities between regions. The few studies that have been conducted regarding disparities in growth of small towns in a region indicate a number of factors that may produce these disparities. Development policy for Israel's national peripheries is a salient example of a homogeneous development policy. Policy with respect to industrialization, housing, taxation, and other areas fails to take account of socio-economic differences among the localities within the peripheral regions.

In September 1977 a 'Regional Science Symposium' was held at the Faculty of Economics of the University of Groningen in the Netherlands. Organized because of the recent establishment at the Faculty of Economics of a group that is engaged in teaching and research in the field of regional science, the aim of the symposium was to make university members more familiar with regional science and to introduce the newly created group to the national and international scene. Two separate topics were selected, of potential interest to both re searchers and policy-makers. The first, spatial inequalities and regional development, was chosen because of its central place in regional science. Authors from several disciplines were asked to approach this theme from a general, policy orientated point of view. This ensured the enlightenment of the various dimensions of spatial inequality and its implications for regional policy. The results have been collected in the volume Spatial Inequalities and Regional Development. The second theme focused on spatial statistical analysis. This branch of statistics is a relatively new one which receives growing attention among researchers in the field of applied regional science. The meeting on this topic concentrated on new results of research on the use of appro priate statistical and econometric methods for analyzing spatial data. The papers concerned have been collected into another volume, Explora tory and Explanatory Statistical Analysis of Spatial Data.

This book explores various ways of identifying and understanding the character of historic townscapes from a systematic and comparative perspective. It outlines several genetic approaches to the study of urban form, grounded in the traditions of geographical analysis but wholly interdisciplinary in their content and implications. It develops a philosophical and methodological basis for the field of urban morphology, stressing the reciprocal relations between town plan, building fabric and land and building utilisation. It views these elements as spatially variable accumulations and selective survivals of forms regulated by shifting patterns of corporate and individual decisions made from one historical period to another - in perpetual tension between resistance and change. Several of the essays in this collection establish and exemplify conceptual principles and axioms of urban morphological development in historic towns, and introduce numerous specific processes by which built forms are created and juxtaposed in urban space. This book emphasizes the need for experimenting with more deliberate and rigorous policy processes to attain balanced regional development, which can promote both equity and efficiency in India’s development discourse. The institutional mechanisms for dealing with regional imbalance in India have not been very successful so far. With rising discrepancies in development, demand for autonomy continues along with a new dimension of regionalism arising from submerged identity along with political and economic aspirations, which demanded new channels for solution. So far, attempts to create space for autonomy have possibly not optimally accommodated the conceptual mechanisms like equity and democratic process. Thus democratizing policy process using six pillars of voice: knowledge, objective, fundamental values, implementation framework and public awareness can ensure a better policy outcome for dealing with the persistent challenges of regional disparity in India. This book further focuses on the need for democratizing the policy process for regional development through discussion and inclusion. Such a transition needs innovation in policy regime, which can be attained through following six pillars (i) Democratic voice of stakeholders in policy development and implementation; (ii) Clear policy objectives that advance the common good, based on voice; (iii) Unbiased, sound and comprehensive knowledge and data bases.
