Patchwork States argues that the subnational politics of conflict and competition in South Asian countries have roots in the history of uneven state formation under colonial rule. Colonial India contained a complex landscape of different governance arrangements and state-society relations. After independence, postcolonial governments revised colonial governance institutions, but only with partial success. The book argues that contemporary India and Pakistan can be usefully understood as patchwork states, with enduring differences in state capacity and state-society relations within their national territories. The complex nature of territorial governance in these countries shapes patterns of political violence, including riots and rebellions, as well as variations in electoral competition and development across the political geography of the Indian subcontinent. By bridging past and present, this book can transform our understanding of both the legacies of colonial rule and the historical roots of violent politics, in South Asia and beyond.

E-governance affects every citizen. New information and communication technologies (ICTs) have made public services easier to access and information easier to obtain; fines and taxes can be processed more rapidly and votes can be counted faster. Channeling the potential of ICTs in the public sector has affected how states, and governments at all levels, do business. It will inevitably shape how they will continue to change in the future. This book has grown out of an executive training program, leading to an Executive Master’s degree in e-governance, from Switzerland's École Polytechnique Fédérale de Lausanne (EPFL). Participants in this Master’s program came from all over the world; from government, the private sector and non-governmental organizations. They were all interested in electronic governance and motivated by the desire to learn from the numerous and varied e-governance experiences worldwide. The 12 chapters have been written by 10 participants, one manager and one professor involved in the program. The book is divided into four sections: e-governance visions; local e-governance; transversal e-governance issues and the future of e-governance. E-governance has already led to many significant changes in the way society operates, and this book provides some insight into how this has been achieved, as well as taking a look at the further developments which may happen in the future.

Public management research has in recent years paid increasing attention to the third sector, especially to its role in the provision of public services. Evidence of this is the rising number of publications on the topic, as well as a growing number of sessions and papers on the topic in academic conferences of the EGPA and IRSPM. However, much of the discussion on its role is motivated at least as much by ideology as by fact. We still lack a proper empirical understanding of what happens when the third sector is drawn into public service provision. In this thematic presentation of Co-Production: The Third Sector and the Delivery of Public Services, we will try to enhance this understanding by presenting several new studies on the subject. We also introduce the concepts of co-production, co-management and co-governance as a conceptual framework that enables us to better understand such developments.
