For more than seventy-five years Germany has been frequented by American scholars in the effort to gain new light toward the solution of some of the vexing educational problems that have confronted us. It is an open question whether or not in the early days France had anything worth while in her educational system to repay the trouble of making an extended study of the conditions in that country. Since the Franco-Prussian war, however, she has been quietly and unostentatiously forging to the fore, so that to-day she is fairly among the very leaders. The progress that she has made during the last thirty years is quite without a parallel within the same length of time in the educational history of the world. To be sure, the most striking advance has been registered in the fields of primary and industrial education, but the development in the domain of secondary education is likely to have an only less significant effect upon the intellectual progress of the nation. This study is confined to the field of the state secondary schools. The reader will therefore look in vain, for instance, for any discussion of the law of separation that has been such a prominent subject of consideration during the last few years. This whole question is a purely religious one, and affects public education only very indirectly. As has been pointed out in the text, there has really been no sudden uprising against the church.
