In Freedom's Progress?, Gerard Casey argues that the progress of freedom has largely consisted in an intermittent and imperfect transition from tribalism to individualism, from the primacy of the collective to the fragile centrality of the individual person and of freedom. Such a transition is, he argues, neither automatic nor complete, nor are relapses to tribalism impossible. The reason for the fragility of freedom is simple: the importance of individual freedom is simply not obvious to everyone. Most people want security in this world, not liberty. 'Libertarians,' writes Max Eastman, 'used to tell us that "the love of freedom is the strongest of political motives," but recent events have taught us the extravagance of this opinion. The "herd-instinct" and the yearning for paternal authority are often as strong. Indeed the tendency of men to gang up under a leader and submit to his will is of all political traits the best attested by history.' In the 20th century, Fascism, Bolshevism and National Socialism were, Casey argues, each of them a return to tribalism in one form or another and many aspects of our current Western welfare states continue to embody tribalist impulses. Thinkers you would expect to feature in a history of political thought feature in this book - Plato, Aristotle, Machiavelli, Locke, Mill and Marx - but you will also find thinkers treated in Freedom's Progress? who don't usually show up in standard accounts - Johannes Althusius, Immanuel Kant, William Godwin, Max Stirner, Joseph Proudhon, Mikhail Bakunin, Pyotr Kropotkin, Josiah Warren, Benjamin Tucker and Auberon Herbert. A proper understanding of liberal internationalism requires an appreciation of both its domestic and international aspects. This dissertation reconstructs and evaluates the debates on international order that occurred within the most influential non-state foreign policy organizations in Britain and the United States between the 1930s and the 1950s—the Royal Institute of International Affairs (RIIA) and the Council on Foreign Relations (CFR). The members of these two organizations played an integral role in the project to contrive a coherent intellectual framework for the largely incoherent and contentious system of liberal internationalism that the Allies had tried to impose in 1919. One of the hallmarks of liberal states is the prominence of non-state elites in the policymaking process. These non-state elites—just as much as the liberal internationalism they played an indispensable role in propagating—played a crucial role in the formation of a new foreign policy orthodoxy within the United States and Great Britain. But the nature and extent of the relationship between the liberal state and its non-state elites is contentious. In contrast with liberal and Marxist theorists—who argue that the liberal state is weak in comparison with either civil society or capitalist interests—I argue that the relationship between the liberal state and the CFR/Chatham House was one of symbiosis rather than of simple domination by one over the other. While the state in each instance was always the senior partner and always decided policy, the CFR and Chatham House nevertheless provided useful—arguably indispensable—functions for the liberal state in the formation and implementation of foreign policy.

Nothing like it has been written before, and nothing like it has been written since. Christian and non-Christian historians have generally agreed on at least one thing about creeds and history: they are not connected in any meaningful, comprehensive way. A few non-Christian historians-Harold Berman and his Law and Revolution being a good example-have mentioned that the Christian creeds have been instrumental in shaping the legal views and therefore the legal structure of the West. But a general study of how the creeds formed the West and its unique outlook has always been lacking; the reason being that both Christian and non-Christian authors are eager to constrain the significance of the creeds to the church and the history of theology. Even Philip Schaff in his three-volume work, The Creeds of Christendom, confines their value and use to the church. The view of the creeds has been dualistic; creeds were separated from history, and history was left to follow its own course, independent from the development of Christian theology and the perfection of the faith of the saints.
