Book Description
This book looks at regulation, policy and implementation of framework agreements, supplier lists and other similar public procurement tools, with a strategic and pragmatic perspective. Whilst procurements of huge volumes and value are performed worldwide through such tools on a daily basis, and despite their complexity and diversity, this topic has rarely been studied in a systematic way. The book fills this major gap. It examines a series of public procurement systems or legal instruments selected to ensure wide coverage – the UNCITRAL Model Law on Public Procurement, the World Bank, the US federal procurement system, EU law, France, Romania, and the UK pre- and post-Brexit. By deconstructing over 20 'clusters' of tools into their key features along a pattern for analysis, the book reconstructs a conceptual framework for purchasing uncertain or indefinite requirements through a transversal perspective across public procurement systems. In this way, the book provides valuable orientation to law and policy makers for improving or reforming this area, to procurement officers in interpreting existing regulation and identifying innovative practical solutions, and to lawyers and the judiciary for a balanced application of the regulation. The book delivers essential material for procurement of uncertain or indefinite requirements.

Book Description
Framework agreements have arisen in response to the well documented and high costs of public procurement procedures. The agreements have significant potential to improve procedural efficiency in public procurement, but are complex to operate. Inadequate preparation and implementation can also frustrate their potential both to tackle waste, abuse and corruption and to enhance value for money. In this enlightening book, Gian Luigi Albano and Caroline Nicholas look at the key decisions required for designing and using framework agreements, and address both legal and economic issues to give the reader a clear understanding of the planning, variables and flexibility needed for efficient implementation. This book will be of interest to policy makers, lawyers and public procurement practitioners who want to deepen their understanding of the legal and economic issues surrounding framework agreements.

Book Description
The international framework agreement is a relatively new instrument, used by global trade unions to respond to the impact of globalization on the business operations of companies operating worldwide. This way, they address an issue (inter-)national legislators and regulators have difficulties dealing with. This paper combines information available from existing literature with empirical data derived from interviews with relevant actors and desk research. It aims to analyse the present state of the international framework agreement as an instrument and to formulate conclusions with regard to conditions an international framework agreement has to fulfil in order to be able to meet its objectives. Although in general the emergence of international framework agreements is perceived as a positive development with the potential of improving fundamental working standards in global business operations, some comments have been made in literature that are confirmed and fleshed out by the empirical data presented in this paper. These comments address the substantive content of the agreement, and emphasise the relevance of implementation and monitoring processes, both in the contracting company's organisation and in its supply chain. They stress the relevance of investigating which parties are involved in these processes. If the issues identified in literature and in this paper are properly considered, the international framework agreement can be a compelling tool for global trade unions to pursue their aims. Unfortunately, research demonstrates that not all existing international framework agreements deal with these issues and some appear to achieve no direct practical impact at all.

Book Description
OGCbuying.solutions is an executive agency of the Office of Government Commerce and a trading fund. It was established in April 2001 to maximise the value for money obtained by government departments and other public bodies through the procurement and supply of goods and services. Its operations focus on three areas: framework agreements, managed services and memoranda of undertaking. The agency reported value for money savings of £412 million in 2005-06, an increase of 71 per cent since 2003-04. Whilst these savings are judged to be significant, this NAO report identifies considerable potential to achieve further value for money savings and makes six recommendations to help OGCbuying.solutions further improve its performance. The NAO report estimates that these changes, combined with a more co-ordinated public sector procurement landscape, could achieve a potential £520 million to £660 million in further savings.

Book Description
The framework agreements instrument has been widely used and is considered as an efficient procurement technique throughout Europe. A framework agreement means an agreement between one or more contracting authorities and one or more economic operators with the purpose of establishing the terms governing contracts to be awarded during a given period. The rationale behind this method of purchasing is to achieve savings in both costs of procurement and time spent in the procurement process. SIGMA Brief 19 aims to give guidance on several issues of framework agreements such as whether framework agreements are suitable for all purchasing, when and how a framework agreement must be advertised, what procedure is used for procuring a framework agreement, or what the duration of a framework agreement is.
