Shale gas is to New Brunswick today what the Free Trade Agreement with the United States was to Canada a quarter century ago: a deeply controversial, highly polarizing issue over which tempers quickly flare up. As was the case with the free trade debate, the public discourse on shale gas has degenerated into a war of words, with most citizens left in the middle with very little information they can trust to secure a better understanding of what is at stake. This study aims to fill part of the wide information gap on shale gas in New Brunswick. While substantial knowledge has been built in recent years on the impact—both positive and negative—of shale gas on communities where it is actively being exploited, much less is available for New Brunswick. Yet, as this document makes clear, no two shales are alike. In order to understand the economic, environmental, social, and other consequences of shale gas, we cannot rely exclusively on other jurisdictions: we also need to investigate New Brunswick’s specific context. Virtually all of the contributors to this study—well-established, credible authorities in their respective fields—are associated with New Brunswick universities in one way or another.

[...] Sustainable Energy Group and the While the Commission limited its research and its Conservation Council of New Brunswick; inquiries to shale gas, it quickly became clear that the root causes of the shale gas impasse are directly • farmers, such as the Agricultural Alliance of related to the process for identifying, evaluating and New Brunswick; approving any resource development project. [...] When Mi'gmaq the capacity of people to purchase the goods and knowledge is researched by the Mi'gmaq services needed to live, such as housing, food and in a fulsome manner, it will provide precise clothing.17 We also rank last in the Conference and accurate evidence of Mi'gmaq use and Board's rankings on innovation, which includes occupancy of the land. Shale energy development is an issue of global importance. The number of reserves globally, and their potential economic return, have increased dramatically in the past decade. Questions abound, however, about the appropriate governance systems to manage the risks of unconventional oil and gas development and the ability for citizens to engage and participate in decisions regarding these systems. Stakeholder participation is essential for the social and political legitimacy of energy extraction and production, what the industry calls a 'social license' to operate. This book attempts to bring together critical themes inherent in the energy governance literature and illustrate them through cases in multiple countries, including the US, the UK, Canada, South Africa, Germany and Poland. These themes include how multiple actors and institutions – industry, governments and regulatory bodies at all scales, communities, opposition movements, and individual landowners – have roles in developing, contesting, monitoring, and enforcing practices and regulations within unconventional oil and gas development. Although a technique for hydraulic fracturing—more commonly known as fracking—was developed and implemented in the 1970s in Texas, fracking of the Marcellus Shale formation that stretches from West Virginia through Pennsylvania to New York did not begin in earnest until the twenty-first century. Unconventional natural gas production via fracking has ignited debate, challenged regulators, and added to the complexity of twenty-first-century natural resource management. Through a longitudinal study taken from 2000 to 2015, Jonathan M. Fisk, Soren Jordan, and A. J. Good examine how the management of natural resources functions relative to specific regulatory actions including inspections, identifying violations, and the use of specific regulatory tools. Ultimately, they find that factors as disparate as state policy goals, elected officials, the availability of data, inspectors, front-line staff, and the use of technology form a context that, in turn, shapes the use of specific regulatory tools and decisions.
