Excerpt from Fourth Report of the Factory Investigating Commission, 1915, Vol. 2: Report of Wage Investigation The horrible loss of life in the Triangle fire, four years ago, roused the people of New York State to demand protection for the workers. The Factory Commission was then appointed to study and recommend measures for safety. It was soon found that other dangers besides the fire hazard menace the life and limbs of employees - unguarded machines that mangle fingers just a trifle slow, dust and poisonous vapors that clog the lungs and dim the eyes. For these, too, safeguards were prescribed. But not all working people are killed outright by violence or industrial diseases. Perhaps most of them are worn out by long hours of toil with insufficient rest. This is especially true of women and children. Until recently, the United States was the only civilized country that permitted women to work at night. The Factory Commission stopped that here, and further limited the hours of labor for children. It also insisted that wherever possible, one day's rest in seven should be allowed to every person. Yet, what is the use of demanding safe and sanitary factories, if the men who work in them cannot earn enough to support their families in health and comfort? It seems rather futile to protect a girl from the evil effects of fatigue and overtime, if her wages for the hours prescribed will not enable her to live decently and have proper clothing. So the Commission was continued for the purpose of inquiring into the wages of labor throughout the State and into the advisability of fixing minimum rates by law. In order to conduct this investigation, power was granted to sub poena witnesses and to examine all books and papers pertaining to the inquiry.
