Excerpt from Thirty-Fourth Report of the Ohio Board of State Charities: For the Biennial Period Ending November 15, 1913 The new juvenile code, passed by the General Assembly in 1913, contained an amendment to Section 1349 of the General Code changing the number of appointed members of the Board Of State Charities from six to eight. As this amendment was construed as annulling the appoint ments made under the former law, a new Board was appointed by the Governor on September 19, 1913. As only two former members of the Board were reappointed, the majority of us are not fully acquainted with the State institutions and have not had sufficient time for a thorough study of the conditions therein. Neverthless, we avail ourselves of this Opportunity to make some recommendations concerning the respective institutions. We find in that part of the biennial period preceding our appoint ment that all of the State institutions were visited at least once a year by some members of the Board, and that supplemental visits were also made by the Secretary and the members of the Board of Visitors, con sisting of Six women, which ceased to exist upon the taking effect of the juvenile code.
