The European Chemicals Agency's Enforcement Forum for Exchange of Information on Enforcement (Forum) has finalised its eighth REACH-EN-FORCE (REF) project, where the compliance of certain CLP, REACH and BPR duties related to substances, mixtures and articles sold online were assessed. This was an EU-wide enforcement project carried out during 2020 in 29 countries of the EEA and Switzerland (BPR duties only). When inspecting the offers of products sold online, inspectors could evaluate their compliance with: the CLP Regulation in regard to: o i) whether the online advertisement of a hazardous mixture provides information to the customer about the type of hazard as indicated on the label; or o ii) for hazardous substances, whether the customer is informed about the hazard class and/or the applicable hazard category; the REACH obligation for the most updated version of the safety data sheet (SDS) to be supplied/available with the hazardous substance or mixture for industrial/professional uses in an official language of the receiving Member State or upon request; specific entries of REACH Annex XVII: products or articles containing restricted substances such as cadmium and nickel in jewellery, phthalates in childcare products and toys and CMRs7 (the full list of restrictions assessed in this project can be found in Table 3b); and BPR duties, which were assessed by checking the online advertisement of the biocidal product (BP) and whether it was the sale of an authorised BP or made available under transitional measures. This report outlines the project, conclusions and recommendations for companies, the Enforcement Forum, national authorities, the European Commission and the public. The project targeted all potential companies (web shops and marketplaces) selling or mediating online hazardous substances, mixtures, biocidal products or articles subject to REACH, CLP and/or BPR requirements (private sellers excluded). Member States/inspectors decided which regulations to investigate under this project, depending on their own national enforcement strategy and the division of authorities' responsibilities. The inspected companies were situated within the enforcement authority's own country, within the EU or outside the EU.

The main scope of this sixth Forum REACH-EN-FORCE (REF) project was classification and labelling of mixtures. The project also included additional optional modules for Classification, labelling, and packaging (CLP) Regulation exemptions from labelling and packaging requirements, harmonised classification and labelling of substances, specific rules applicable to Liquid Laundry Detergent Capsules (LLDC) and the enforcement of biocides. The aim of the project was to check compliance and to raise awareness, by investigating and enforcing a variety of legal provisions in CLP, the most relevant stipulated in Articles 4, 37 17, 29 and 35 of CLP, Article 31 of REACH and Articles 17 and 69 of Biocidal Products Regulation (BPR), with a special focus on classification and labelling of mixtures. The 'main module' on classification and labelling of mixtures was obligatory but it was for each participating country to decide whether they wanted to check any of the four optional modules. Any mixture classified as hazardous could be chosen to be checked and reported. Classification of mixtures using bridging principles for the classification, or mixtures where test data are not available for the complete mixture, and cases related to extreme pH were outside the scope of the project. The companies inspected for the project were manufacturers, importers, downstream users or distributors of mixtures. In the project for the classification and labelling of mixtures, 28 countries reported on 1620 inspected companies in which 3391 mixtures where checked. The results from these inspections as well as from inspections regarding the optional modules are given in this report. The working group who developed the manual and report of the project consisted of members and experts from both the Forum and the Forum Subgroup for Biocides (BPRS). This was the first joint project between the Forum and its BPRS subgroup.

The European Chemicals Agency's Enforcement Forum for Exchange of Information on Enforcement (ECHA Forum) has finalised its ninth REACH-EN-FORCE (REF-9) project, where the compliance with REACH authorisation obligations was assessed. This was an EU-wide enforcement project including EEA countries carried out during 2021 in 28 countries. National enforcement authorities completed 690 inspections on substances suspected to be covered by a substance entry from Annex XIV to the REACH Regulation in 516 companies. 43 different substance entries listed in Annex XIV were addressed as part of these inspections. In this project report, 502 substance inspections in 404 companies are presented and analysed. In these inspections, inspectors could confirm that the inspected substance is a substance listed in Annex XIV and is placed on the market or is used at the time the inspection was conducted. 31 different Annex XIV substances were actually addressed in these 502 substance inspections with chromium trioxide and strontium chromate the two most frequently inspected substances.

The Enforcement Forum's REACH-EN-FORCE 7 project inspected and enforced companies' registration obligations under the REACH Regulation after the last registration deadline of 31 May 2018. The inspections focused on the compliance of companies with the general obligations to register a substance, as well as on the registration of intermediates. National enforcement and customs authorities inspected 813 companies in 28 countries in the European Economic Area. In total, registrations for 1 420 chemicals were inspected, of which 952 were for different substances. From the 1 420 checked chemicals, 227 did not need a registration. Out of the 1 193 substances needing registration, 180 (15 %) did not comply with the registration obligations in the scope of the project and a registration was completely missing for 77 substances (6.5 %). For the 180 non-compliant substances, measures were taken to bring companies into compliance. The most frequent enforcement measures were written advice and administrative orders. For missing registrations, companies also received fines and in some cases criminal prosecution was started. This report outlines the project, conclusions and recommendations for companies, the Enforcement Forum, national authorities, European Chemicals Agency and the European Commission.

The present document gives an overview of the legal provisions covered by the harmonised enforcement projects coordinated by the Forum for Exchange of Information on Enforcement (the Forum). Its sole intention is to inform the interested parties on the various articles of the REACH, CLP and PIC Regulations covered up to now by the harmonised enforcement campaigns undertaken by the Forum. Those campaigns are projects adopted for execution by the Forum. There are 2 types of projects: REF-projects and PILOT projects. The main difference between the two types is that in principle all countries of the European Economic Area participate in REF-projects while this is not necessarily the case for PILOT-projects. An enforcement campaign is to be understood as inspecting dutyholders to investigate if they comply with selected legal provisions and enforce compliance where necessary.

This book closes a current gap by providing the scientific basis for consumer exposure assessment in the context of regulatory risk assessment. Risk is defined as the likelihood of an event occurring and the severity of its effects. The margin between the dose that leads to toxic effects and the actual dose of a chemical is identified by estimating population exposure. The objective of this book is to provide an introduction into the scientific principles of consumer exposure assessment, and to describe the methods used to estimate doses of chemicals, the statistics applied and computer tools needed. This is presented through the backgrounds of the special fields in exposure analysis, such as exposure via food and by the use of consumer products, toys, clothing and other items. As a general concept, human exposure is also understood to include exposure via the environment and from the work setting. In this context, the specific features of consumer exposure are pointed out and put into the context of regulation, in particular food safety, chemicals safety (REACh) and consumer product safety. The book is structured into three parts: The first part deals with the general concepts of consumer exposure as part of the overall risk analysis framework of risk characterization, risk assessment and risk communication. It describes the three basic features of exposure assessment (i) the exposure scenario (ii) the exposure model and (iii) the exposure parameters, addressing external and internal exposure. Also, the statistical presentation of data to characterize populations, in connection with variability, uncertainty and quality of information and the presentation of exposure evaluation results is described. The second part deals with the specific issues of exposure assessment, exposure via food consumption, exposure from use of consumer products, household products, toys, cosmetic products, textiles, pesticides and others. This part also covers methods for acquisition of data for exposure estimations, including the relevant information from regulations needed to perform an accurate exposure assessment. The third part portrays a prospect for further needs in the development and improvement of consumer exposure assessment, as well as international activities and descriptions of the work of institutions that are involved in exposure assessment on the regulatory and scientific level. And conversely, it creates the rationale for the exposure assessment details necessary to satisfy regulatory needs such as derivation of upper limits and risk management issues.

In current times where the focus has moved from 'information' to 'knowledge' and where 'knowledge management', of everyday speak, it seemed fitting to 'knowledge assets' and so on, have become part offer a conference title of'Systems Theory and Practice in the Knowledge Age'. In keeping with another tradition of previous conferences, the UKSS Conference 2002 Committee decided to compile a collection ofdelegates' papers before the event as a platform from which to launch discussions in York. Ideas presented in the following papers will, undoubtedly, be developed during the dialogue generated at the conference and new papers will emerge. In his abstract for his plenary at this conference, Professor Peter Checkland throws down the gauntlet to systems thinking and its relevance in the knowledge age with the following statement: "30 Years In The Systems Movement: Disappointments I Have Known and Hopes/or the Future Springing from a lunchtime conversation at an American University, the Systems Movement is now nearly 50 years old.
