Excerpt from Forestry Pamphlets on the Lumber Industry, Vol. 1 The following statements show the valuation of foreign coins, as given by the Director of the United States Mint and published by the Secretary of the Treasury, in compliance with the first section of the act of March 3, 1873, viz: That the value of foreign coins, as expressed in the money of account of the United States, shall be that of the pure metal of such coin of standard value, and that the value of the standard coins in circulation of the various nations of the world shall be estimated annually by the Director of the Mint, and be proclaimed on the Ist day of January by the Secretary of the Treasury. In compliance with the foregoing provisions of law, annual statements were issued by the Treasury Department, beginning with that issued on Jan uary 1, 1874, and ending with that issued on January 1, 1890. Since that date, in compliance with the act of October 1, 1890, these valuation state ments have been issued quarterly, beginning with the statement issued on January 1, 1891. These estimates are to be taken (by customs officers) in computing the value of all foreign merchandise made out in any of said currencies, imported into the United States. Excerpt from Some Public and Economic Aspects of the Lumber Industry, Vol. 1: Studies of the Lumber Industry These resources have been put to use through an industry which in energy, rapid development, and mechanical efficiency has cut stripped that of any other country. The forests of other nations, like Russia, are comparable in extent, but have never attained a like economic value because no comparable industries have grown up to use them. The importance of our forests and forest industries gave general support to a national policy of conservation a few years ago when it was realized that the timber supply was being rapidly used up. Hitherto this policy has dealt directly with but a portion of the forest lands in public ownership. The much vaster areas privately owned it has reached only through educational work in forestry and the impetus given to the protection of timberlands from fire. It has touched conditions in the forest-using industries only through research in their methods and processes. There has been, however, an unquestioned response to the conservation movement by the forest industries in better protection of timberlands and closer use of their raw material. The last six or seven years have brought better knowledge of the timber resources of the United States, better information about their renewal, better insight into the strength and weakness of the forest using industries. These years have shown particularly how forest conservation is affected by economic conditions in the manufactures whose raw material is wood. Demoralized lumber markets affect the value of timber, the stability of its ownership, the degree to which it is wasted in exploitation, and the possibility of carrying out any far-sighted plan of forest renewal. The character of timber owner ship, on the other hand, reacts upon lumber production; hence upon the manufacturer, distributor, and consumer. The interests of the public, locally and nationally, are touched at many of these points. These industrial conditions, with their reaction upon the forests, have raised a question as to whether the public forest policy of the United States goes far enough. Particularly does better understand ing of the conditions in the timber-using industries and their effect upon forestry and forest use seem desirable. Excerpt from Forestry Quarterly, Vol. 1: October, 1902 If the inhabitants of Germany should leave their country it would be all grown up with woods within a century. Since there would be nobody to use them, the soil would be enriched and the woods would not only increase in size, but in productive power. If, however, the people returned again and made just as large drafts as before for wood, litter and pasturage, the wood lands, even with the best forest management, would again not only be reduced in size, but also become less fertile. Forests form and thrive best where there are no people and hence no forestry, and those are perfectly justified who say Formerly we had no forestry science and enough wood now we have that science, but no wood. One could say with the same justice Those people are health ier who do not need a physician than those who do. But it would not follow that the physicians are to be blamed for the diseases. There would be no physicians if there were no diseases, and no forestry science without deficiency in wood supplies. This science is only a child of necessity or need, and need is therefore its natural concomitant hence the phrase should be: We have now a forestry science because we have a dearth of wood. Forestry, however, does not offer any nostrums and can do nothing against the course of nature. The celebrated physician Verdey said: The good physician lets people die; the poor one kills them. With the same right one can say the good for ester allows the most perfect forests to become less so the poor one spoils them. That is to say, just as the good physician can not hinder that men die because that is the course of nature, so the best forester cannot hinder that the forests, which came to us from past times, become less now they are being utilized.
