Excerpt from Fire Control Notes, Vol. 17: A Periodical Devoted to the Technique of Forest Fire Control; October 1956 The comparative fire hazard of areas of burned and unburned slash was investigated by Munger and Matthews and they concluded that unburned slash in western Washington and Ore gon is one-third more hazardous than burned slash 10 years after logging. Cheyney on the other hand, writes in the Journal of Forestry: It would be a conservative statement to say that no slash is a special fire hazard in the Lake States for more than 5 years after it is cut. There appears to be no doubt, however, that an accumulation of slash in a cut-over forest will increase the fire hazard of the area for a considerable period after cutting operations have been completed. Further, it is evident that in any locality the increase of hazard brought about by the pres ence of slash will vary somewhat with the method of slash treat ment employed, and with the number of years which have elapsed since cutting took place. The Federal Forestry Branch, in co-operation with the Mani toba Forest Service, conducted a series of large-scale test fires in slash areas in the Sandilands Forest Reserve. The object of the study was to determine experimentally, (a) the comparative fire hazard in jack pine in similar cut-over areas where different slash treatments had been employed and, (b) the variations in hazard which occur as slash ages. A review of a fire on the Eastern Shore Of Maryland that burned about 2 400 acres, including about of the Allegheny Experiment Station's forest of 900 acres, proved most interesting and instructive and led to the formulation of a plan to prevent sweeping fires that may be applicable to extensive areas along the Atlantic Seaboard and perhaps some other parts of this and other regions. Then effective attack with conventional control equipment would be pos sible. In situations where advance deployment of forces can be made, some lessening of the intensity of the fire head may result even when complete success is not achieved. Crown fires moving in natural or planted stands of red, white, and jack pine constitute an immediate and growing fire control problem in the Lake States. Open ings of 50 to 150 feet wide provided by roadways, power lines, and fire lanes provide little hindrance to progress of such fires if the cover burns to the border of the opening. Flaming brands of cones and branches blow freely across the Open; updrafts carry burning materials for substantial distances across the openings. Many of these brands rise vertically from intensely burning fuels and are carried aloft and over the tops; however, many more are cast horizontally and only short distances. The protection of forests from fire, like other growing fields of thought, suffers acutely from lack of precision in the words and ideas used. The author boldly attacks this evil and offers some con structive suggestions. It is hoped that others will follow. Progress and expression in any field of endeavor may be advanced through definition of the Scope of the field and through development of a concise and adequate terminology. Opportunities exist in the expanding field of forest protection for the improvement of terminology and for definition of the field. Forest-protection activities were largely neglected in the 1917 report of the committee on forest terminology, Society of American Foresters. Although forest protection is recognized as one of the five main branches of forestry, neither the term forest protection nor any of its accepted subdivisions are defined in the report. The purpose of this article is to attempt to clarify definitions and interrelationships in one subdivision of forest protection - fire. The fire glossary defines fire control as the entire group of activities including prevention, presuppression, and suppression, aiming to reduce the number Of fires and their spread, and to confine the area burned to an acceptable minimum at the lowest possible cost. See prevention, presuppression, fire suppression. Fire protection is de fined as synonymous with fire control, the latter being given prefer ence. The administrative organization of the Forest Service uses the term fire control ln referring to the entire field of fire work. Excerpt from Fire Control Notes, 1951, Vol. 12: A Periodical Devoted to the Technique of Forest Fire Control In order to separate the effects of risk and flammability (burning index), a method of rating the severity of fire seasons, reported in a previous article,2 is used. Briefly, the number of expected fires is calculated from the cumulated burning indexes as reported from the fire-danger stations, assuming for purposes of the calculation that an unchanging risk prevails. Then the expected and the actual number of fires are plotted for a number of years. To show this, data from all northeastern national forests and States, excepting Delaware (for which information is not available), are graphed in figure 1. It is evident that both the number of actual and expected fires took a sharp upswing in 1949. The trends are not exactly the same but the amount of divergence is small - 1949 ratio 1948 ratio For the region as a whole, the risk was almost the same in 1949 as it was in 1948, and it can therefore be concluded that the difference in the number of fires between the years was caused by weather conditions.
