For the majority of individuals found guilty but not criminally responsible (NCR), inpatient hospitalization is no longer the final step in treatment and rehabilitation, but is instead a stepping stone on the way to community reintegration. In order to facilitate the transition to community reintegration, individuals found NCR are placed in a community monitoring or aftercare program, similar to probation or parole. In Maryland, this program, known as conditional release, is operated by the Community Forensic Aftercare Program (CFAP) with a typical conditional period being set for 5 years.
