This book offers an empirical comparison of Chinese and Indian international strategic behavior. It is the first study of its kind, filling an important gap in the literature on rising Indian and Chinese power and American interests in Asia. The book creates a framework for the systematic and objective assessment of Chinese and Indian strategic behavior in four areas: (1) strategic culture; (2) foreign policy and use of force; (3) military modernization (including defense spending, military doctrine and force modernization); and (4) economic strategies (including international trade and energy competition). The utility of democratic peace theory in predicting Chinese and Indian behavior is also examined. The findings challenge many assumptions underpinning Western expectations of China and India.

This volume, a collection of thir­teen papers, presents a new ap­proach to the study of interna­tional crisis behavior of individual states. The opening essay, by the editor, sets out the terms of refer­ence in the form of a model, re­search question, and three tables defining the attributes of the crisis actor, the dimensions of the crisis, and the characteristics of the crisis decisional unit. The following nine papers are in-depth studies of individual actor-crises which occurred between the years 1939 and 1976. These cases represent small, medium, and large states with different economic and mili­tary capabilities and span the en­tire globe--Europe, North and Central America, South and Southeast Asia, and the Middle East. Preliminary comparative findings for the nine "vertical" studies are then summarized. Examined from a non-Western lens, the standard International Relations (IR) and Foreign Policy Analysis (FPA) approaches are ill-adapted because of some Eurocentric and conceptual biases. These biases partly stem from: first, the dearth of analyses focusing on non-Western cases; second, the primacy of Western-born concepts and method in the two disciplines. That is what this book seeks to redress. Theorizing Indian Foreign Policy draws together the study of contemporary Indian foreign policy and the methods and theories used by FPA and IR, while simultaneously contributing to a growing reflection on how to theorise a non-Western case. Its chapters offer a refreshing perspective by combining different sets of theories, empirical analyses, historical perspectives and insights from area studies. Empirically, chapters deal with different issues as well as varied bilateral relations and institutional settings. Conceptually, however, they ask similar questions about what is unique about Indian foreign policy and how to study it. The chapters also compel us to reconsider the meaning and boundary conditions of concepts (e.g. coalition government, strategic culture and sovereignty) in a non-Western context.
