Book Description
This report evaluates the response by the major donor countries to the ICPD, as reflected in the financial and technical assistance they provide to population and reproductive health programs in poorer nations. The analysis examines recent funding trends, and progress towards and obstacles to fulfilling the financial goals agreed to in Cairo. It assesses current political commitment to population assistance, the adequacy of donor country contributions, and constraints to the more effective utilization and management of donor funds. The report also includes individual profiles of the major donor nations, describing their respective population policies, program priorities and financial contributions, and rating each country's performance as a population donor.

Book Description
The ambitious 15-year agenda known as the Sustainable Development Goals, adopted in 2015 by all members of the United Nations, contains a pledge that “no one will be left behind.” This book aims to translate that bold global commitment into an action-oriented mindset, focused on supporting specific people in specific places who are facing specific problems. In this volume, experts from Japan, the United States, Canada, and other countries address a range of challenges faced by people across the globe, including women and girls, smallholder farmers, migrants, and those living in extreme poverty. These are many of the people whose lives are at the heart of the aspirations embedded in the 17 Sustainable Development Goals. They are the people most in need of such essentials as health care, quality education, decent work, affordable energy, and a clean environment. This book is the result of a collaboration between the Japan International Cooperation Research Institute and the Global Economy and Development program at Brookings. It offers practical ideas for transforming “leave no one behind” from a slogan into effective actions which, if implemented, will make it possible to reach the Sustainable Development Goals by 2030. In addition to policymakers in the field of sustainable development, this book will be of interest to academics, activists, and leaders of international organizations and civil society groups who work every day to promote inclusive economic and social progress.

Book Description
A Brookings Institution Press and Center for Strategic and International Studies publication In a world transformed by globalization and challenged by terrorism, foreign aid has assumed renewed importance as a foreign policy tool. While the results of more than forty years of development assistance show some successes, foreign aid is currently dispersed between many agencies and branches of government in a manner that formulation and implementation of a coherent, effective strategy. The current political climate is receptive to a transition toward greater accountability and effectiveness in development aid. Because this transition is clearly an imperative but has not yet been comprehensively addressed, the Brookings Institution and the Center for Strategic and International Studies have conducted a joint study that both assesses the current structures of foreign assistance and makes recommendations for efficient coordination. Drawing on expertise from the full range of agencies whose policies affect foreign aid, Security by Other Means examines foreign assistance across four categories reflecting the interests that aid furthers: security, economic, humanitarian, and political. As disparities in the world become more untenable, foreign aid plays a key role in not only the national interests of the U.S. but also the interconnected interests of the international community. This important new volume takes aim at critical questions in a concerted manner by assigning coherence and effectiveness to U.S. foreign aid. Contributors include Owen Barder (Center for Global Development, formerly UK Department for International Development), Charlie Flickner (former Staff Director of the House Appropriations Subcommittee on Foreign Operations), Steve Hensch (George Washington University), Steve Morrison (Center for Strategic and International Studies), Steve Radelet (Center for Global Development)

Book Description
This evaluation assesses the development effectiveness of the World Bank's country-level HIV/AIDS assistance defined as policy dialogue, analytic work, and lending with the explicit objective of reducing the scope or impact of the AIDS epidemic. The evaluation identifies findings from this experience and makes recommendations to improve the relevance, efficiency and efficacy of ongoing and future activities. This is the first comprehensive evaluation of the World Bank's HIV/AIDS support to countries, from the beginning of the epidemic through mid-2004. Because the Bank's assistance is for implementation of government programs by government, it provides important insights on how national AIDS programs can be made more effective.

Book Description
The first comprehensive account of U.S. development aid policies and implementation operations in Africa, Asia, and Latin America, this work is a unique contribution to world history and to the extensive literature on Third World development. Butterfield begins with the remarkable story of why, in 1949, President Truman surprised Americans with his unprecedented development aid policy. He then describes the major alterations in U.S. development aid strategy and operations from 1950 to 2000. Drawing upon his long experience both in Washington and in country aid missions, Butterfield puts a human face on the story by weaving real world vignettes into his narrative. The survey addresses the role of Congress, important program foundations established in the 1950s, creative initiatives of the 1960s, frustrated promises in Vietnam. It explores the Third World's unexpected population explosion; America's evolving technical assistance work in the core sectors such as agriculture, education, health, and administration; and initiatives to reach the rural poor and promote the development role of women. It also comments upon linkages between policy dialogue and financial aid to promote market-oriented policy reforms, Africa's lagging development, and the decline of U.S. development aid in the 1990s.
