This book estimates the extent and severity of food insecurity across diverse groups of Hispanic households using 2011-2014 data from the Current Population Survey's Food Security Supplement. Mexican Americans are the largest segment of Hispanics in the United States of America (U.S.). Hispanics and Mexican Americans are more likely to have higher rates of type 2 diabetes (T2D) and its risk factors such as obesity, physical inactivity, low socioeconomic status (SES), and food insecurity compared to non-Hispanic Whites (NHW). However, the research looking into the associations between these risk factors and T2D, and the potential racial/ethnic differences is limited. This study examined whether food insecurity was related to T2D independently of low SES and a wide range of T2D risk factors among Mexican Americans and non-Hispanic Whites (NHW) in a nationally representative sample in the U.S. About 12,944 adults, including 2,955 Mexican Americans and 6,363 non-Hispanic Whites, 20-84yr, from the National Health and Nutrition Examination Survey (NHANES) 1999-2004 were included in the analyses. The United States is viewed by the world as a country with plenty of food, yet not all households in America are food secure, meaning access at all times to enough food for an active, healthy life. A proportion of the population experiences food insecurity at some time in a given year because of food deprivation and lack of access to food due to economic resource constraints. Still, food insecurity in the United States is not of the same intensity as in some developing countries. Since 1995 the U.S. Department of Agriculture (USDA) has annually published statistics on the extent of food insecurity and food insecurity with hunger in U.S. households. These estimates are based on a survey measure developed by the U.S. Food Security Measurement Project, an ongoing collaboration among federal agencies, academic researchers, and private organizations. USDA requested the Committee on National Statistics of the National Academies to convene a panel of experts to undertake a two-year study in two phases to review at this 10-year mark the concepts and methodology for measuring food insecurity and hunger and the uses of the measure. In Phase 2 of the study the panel was to consider in more depth the issues raised in Phase 1 relating to the concepts and methods used to measure food security and make recommendations as appropriate. The Committee on National Statistics appointed a panel of 10 experts to examine the above issues. In order to provide timely guidance to USDA, the panel issued an interim Phase 1 report, Measuring Food Insecurity and Hunger: Phase 1 Report. That report presented the panel's preliminary assessments of the food security concepts and definitions; the appropriateness of identifying hunger as a severe range of food insecurity in such a survey-based measurement method; questions for measuring these concepts; and the appropriateness of a household survey for regularly monitoring food security in the U.S. population. It provided interim guidance for the continued production of the food security estimates. This final report primarily focuses on the Phase 2 charge. The major findings and conclusions based on the panel's review and deliberations are summarized.

An estimated 86.0 percent of American households were food secure throughout the entire year in 2014, meaning that they had access at all times to enough food for an active, healthy life for all household members. The remaining households (14.0 percent) were food insecure at least some time during the year, including 5.6 percent with very low food security, meaning that the food intake of one or more household members was reduced and their eating patterns were disrupted at times during the year because the household lacked money and other resources for food. The change in food insecurity overall from the prior year (from 14.3 percent in 2013) was not statistically significant. The cumulative decline in food insecurity from 2011 (14.9 percent) to 2014 (14.0 percent) was statistically significant. The prevalence rate of very low food security was essentially unchanged from 5.6 percent in 2013 and 5.7 percent in 2011 and 2012. Children and adults were food insecure in 9.4 percent of households with children in 2014, essentially unchanged from 9.9 percent in 2013 and 10.0 percent in 2011 and 2012. In 2014, the typical food-secure household spent 26 percent more on food than the typical food-insecure household of the same size and household composition. Sixty-one percent of all food-insecure households participated in one or more of the three largest Federal food and nutrition assistance programs during the month prior to the 2014 survey.

Older adults are a growing demographic group in the United States, and a range of physical, social, financial, and cultural factors affect their nutritional status. Metabolic and physiologic changes that accompany normal aging modify the nutritional requirements of older adults. An examination of evidence is needed to better understand how nutritional status is associated with aging and risk of mortality or chronic disease among older adults. Underpinning many, if not most, nutritional problems in older adults is socioeconomic status. Therefore, understanding access challenges to healthy food, including geographic, financial, and transportation barriers, also is needed to better understand how to meet the nutritional needs of older adults. On October 28-29, 2015, the Food and Nutrition Board convened a workshop, Meeting the Dietary Needs of Older Adults, in Washington, DC. Participants examined factors in the physical, social, and cultural environment that affect the ability of older adults to meet their daily dietary needs. This report summarizes the presentations and discussions from the workshop.
