Flooding is the natural hazard with the greatest economic and social impact in the United States, and these impacts are becoming more severe over time. Catastrophic flooding from recent hurricanes, including Superstorm Sandy in New York (2012) and Hurricane Harvey in Houston (2017), caused billions of dollars in property damage, adversely affected millions of people, and damaged the economic well-being of major metropolitan areas. Flooding takes a heavy toll even in years without a named storm or event. Major freshwater flood events from 2004 to 2014 cost an average of $9 billion in direct damage and 71 lives annually. These figures do not include the cumulative costs of frequent, small floods, which can be similar to those of infrequent extreme floods. Framing the Challenge of Urban Flooding in the United States contributes to existing knowledge by examining real-world examples in specific metropolitan areas. This report identifies commonalities and variances among the case study metropolitan areas in terms of causes, adverse impacts, unexpected problems in recovery, or effective mitigation strategies, as well as key themes of urban flooding. It also relates, as appropriate, causes and actions of urban flooding to existing federal resources or policies.

One-third of the annual natural disasters and economic losses, and more than half of the associated victims are flood related. A burgeoning global population and growing wealth, particularly in the last two or three decades, have increased the risk and the demand for flood protection. Floodproofing means using materials and practices that will prevent or minimize flood damage in the future. Many floodproofing techniques are inexpensive or can be easily incorporated into your rebuilding program. You can save a lot of money by floodproofing as you repair and rebuild (see Step 8).

The problem is that the Town of Carrboro experiences sporadic localized flooding events that range from minor events with very little property damage, to major events that result in forced evacuations and significant monetary losses. The purpose of this research is to study the efficacy of flood mitigation and flood, event emergency response strategies for the Town of Carrboro. A descriptive research methodology was selected to answer the following five questions: (a) what are the common areas and frequency of flooding in the Town of Carrboro? (b) What flood mitigation strategies are currently being used in the Town of Carrboro? (c) What flood mitigation strategies are being used by other communities? (d) What emergency response mitigation strategies does the Carrboro Fire-Rescue Department rise during flood events? (e) What emergency response mitigation strategies do other local emergency response agencies use during flood events? The procedures used for this project consisted of an extensive literature review and a series of interviews with representatives of local emergency response agencies and Town of Carrboro officials. Procedures also included a review of historical flood data for Orange County gleaned from multiple sources including Orange County Emergency Services and the National Climatic Data Center. The results revealed that the Town of Carrboro has been proactive in utilizing best practices in the development of flood mitigation strategies. The results revealed gaps in local historical flood data collection. Finally, the results revealed that the Carrboro Fire-Rescue Department is limited in their ability to respond to water rescue emergencies. Recommendations included Town of Carrboro participation in the National Flood Insurance Program, Community Rating System, the development of a data management strategy for all hazard type events including flood emergencies and improvements to the water rescue response capabilities of the Carrboro Fire-Rescue Department.
