This study, originally a Ph.D. thesis accepted in the University of Bir mingham, is intended to present a critical analysis of some important problems of development financing. The boundaries of our subject-mat ter will be defined as follows. First of all, the discussion will be confined to the problems of a particular country: Turkey, during a particular period of time: the period of the First Five-Year Development Plan of 1963-67.
