The concept of "authenticity" enters multicultural politics in three distinct but interrelated senses: as an ideal of individual and group identity that commands recognition by others; as a condition of individuals’ autonomy that bestows legitimacy on their values, beliefs and preferences as being their own; and as a form of cultural pedigree that bestows legitimacy on particular beliefs and practices (commonly called "cultural authenticity"). In each case, the authenticity idea is called on to anchor or legitimate claims to some kind of public recognition. The considerable work asked of this concept raises a number of vital questions: Should "authenticity" be accorded the importance it holds in multicultural politics? Do its pitfalls outweigh its utility? Is the notion of "authenticity" avoidable in making sense of and evaluating cultural claims? Or does it, perhaps, need to be rethought or recalibrated? But by producing a series of notably well-structured arguments, economist Mahbub ul Haq’s Reflections on Human Development persuaded readers that the goal should be defined quite simply as the requirement that each society improve the lives of its citizens. If this is the agreed aim, Haq continues, then economic development should be designed to support human development. His well-structured reasoning helped development economists recalibrate much of what had previously been regarded as self-evident; that economic productivity was the main barometer of social well being. The work had a profound effect, and Haq’s thinking helped produce a new understanding of what ‘development’ actually meant. Haq conscientiously mapped out arguments and counter-arguments to persuade readers that development did not simply mean an increase in productivity, but rather an increase in human development – the capability of people to live the lives they want to. For a long time, international relations scholars have adopted a narrow view of what is global order, who are its makers and managers, and what means they employ to realize their goals. Amitav Acharya argues that the nature and scope of agency in the global order - who creates it and how - needs to be redefined and broadened. Order is built not by material power alone, but also by ideas and norms. While the West designed the post-war order, the non-Western countries were not passive. They contested and redefined Western ideas and norms, and contributed new ones of their own making. This book examines such acts of agency, especially the redefinitions of sovereignty and security, shaping contemporary world politics. With the decline of Western dominance, ideas and agency from the Rest may make it possible to imagine and build a truly global order.
