The world is regularly confronted on television and in other mass media with dramatic images of African boat migrants. Seemingly desperate, these Africans, most of them males, are willing to risk a perilous journey at sea, hoping for a better life in Europe. And, even worse, hundreds more are believed to die each year, swallowed up anonymously by the choppy waters off Africas coast. This book focuses on fishermen who have played a pivotal role in boat migration from Senegal to Spains Canary Islands, advancing various reasons for the fishermens prominent role. Besides their long history of migration, their proven experience with navigating, their familys push and investment, their perceptions and ideologies about Europe, there is also their growing marginalization as a result of the deepening crisis in the Senegalese fishing sector and the inadequate policies of the Senegalese government that prevents them from having good prospects of improving their standards of living. The book provides deep insights into the meaning of boat migration, and on the effects of success or failure on the migrants and their families. It goes beyond the usual economic explanations to convincingly situate boat migration within the long-standing West African culture of migration, and highlight the significance of socio-cultural and political factors. The USAID-funded Sierra Leone Feed the Future (FtF) Agriculture Project implemented by WorldFish has completed its initial pilot phase (July 2015 to September 2016). During this phase, the project identified and tested interventions to develop integrated agriculture-aquaculture (IAA) farming systems and associated value chains to enhance food, nutrition and livelihood outcomes for rural households in Tonkolili District. This project emphasizes rehabilitation and improvement of fish and rice farming systems combined with nutritious vegetable crops. The assessment of existing fish and rice value chains in Sierra Leone was a key component of this initial phase to improve understanding of current farming systems and identify opportunities for interventions to increase productivity and income and improve nutrition among rural households in Tonkolili District. This report presents the key findings of the fish value chain assessment, with an emphasis on the development of the aquaculture sector and recommendations for potential value chain interventions in marine and freshwater fisheries and aquaculture sectors.

The contribution of aquaculture and fisheries to gross domestic product (GDP) is one of the most widely used indicators of its economic performance. Despite strong interest in and great efforts made towards assessing the contribution of aquaculture and fisheries to GDP, there is a general lack of understanding or consensus on how to properly measure the sector’s contribution to GDP and effectively use the measures for evidence-based policy and planning for sustainable aquaculture and fisheries development. While a fisheries GDP measure has been included in the Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development (i.e. SDG Indicator 14.7.1: Sustainable fisheries as a percentage of GDP in small island developing states, least developed countries and all countries), it is nevertheless a Tier III indicator for which no internationally established methodology or standards are yet available. This paper contributes to improving the understanding and measurement of aquaculture and fisheries’ contribution to GDP by: (i) using input-output models (including mathematical formulas and numerical examples) to formulate and clarify a set of measures of aquaculture and fisheries’ contribution to GDP; (ii) discussing alternative methods to estimate the measures under data-poor environments; (iii) suggesting an empirical methodology and general guidelines on the estimation and reporting of the measures; and (iv) exploring how to utilize the measures for evidence-based policy and planning. The conceptual framework and empirical methodology suggested in the paper will help move towards internationally established methodology, standards and guidelines on measuring aquaculture and fisheries’ economic contribution.
